The EU’s Military Planning and Conduct Capability
It establishes a military command and control structure, the Military Planning and Conduct Capability (MPCC) within the EU Military Staff (EUMS), part of the European External Action Service (EEAS), to provide support to the Director of the MPCC (who is also Director-General of the EUMS) in his role as operations commander for non-executive1 EU military operations.
The decision establishes the Military Planning and Conduct Capability (MPCC) within the EU Military Staff (EUMS). The MPCC forms part of the implementation of the EU Global Strategy for security and defence.
The MPCC will provide support to the commander of EU non-executive military missions — non-combat operations in non-EU countries.
Currently, the EU has 3 such missions, training missions in:
The MPCC provides a static, out-of-area command and control structure at the military strategic level. It is responsible for the operational planning and conduct of non-executive missions. This includes building up, launching, sustaining and recovery of EU forces.
The MPCC is established within the EU Military Staff, which is part of the EEAS. It will work jointly and coordinate with the Civilian Planning and Conduct Capability.
The Director-General of EUMS is also the Director of the MPCC. He has a number of responsibilities including:
The director of the MPCC will report to the Political and Security Committee, which is composed of EU countries’ ambassadors and is based in Brussels. It will also inform the EU Military Committee.
Operations are funded through Athena, an EU mechanism to finance EU military or defence operations.
