EU Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine)

Mandate

EUAM Ukraine is a non-executive civilian common security and defence policy mission set up to:

• ensure the implementation of the overarching strategic plan for the reform of the entire law enforcement sector in Ukraine and its action plan, and other relevant reforms across the civilian security sector, also with a view to combating organised and transnational crime effectively;
• support the smooth re-establishment of the Ukrainian government’s functions and the rule of law in de-occupied areas;
• support the development of effective capacities and capabilities for Ukraine’s integrated border management, including to prevent and combat all forms of smuggling;
• contribute to the international efforts to ensure accountability for international crimes by providing support for their investigation and prosecution.

To achieve the above, EUAM Ukraine must:

• mentor and advise relevant Ukrainian authorities at all levels in conducting and implementing civilian security sector reforms, with a focus on the implementation of the overarching strategic plan, including as regards reforms related to EU accession;
• contribute to building the strategic and operational capacity and capabilities of the Ukrainian law enforcement agencies, the Office of the Prosecutor General, the Security Service of Ukraine and other relevant Ukrainian authorities;
• support the restoring of a central, regional and local state presence and the civilian security sector functions in the de-occupied and adjacent territories;
• provide strategic advice, mentoring and training for the reform of Ukraine’s integrated border management, including on maritime aspects, contributing to combating all forms of smuggling, border -management-related corruption, organised crime and transnational crime;
• support Ukrainian authorities to facilitate the investigation and prosecution of international crimes.

Investigation and prosecution of international crimes: EUAM Ukraine support for Ukrainian authorities

EUAM Ukraine provides support to Ukrainian authorities such as the Office of the Prosecutor General, regional public prosecutor’s offices and law enforcement agencies to facilitate the investigation and prosecution of any international crimes committed in the context of Russia’s unprovoked and unjustified military aggression against Ukraine.

EUAM Ukraine provides Ukrainian authorities with strategic advice on investigating and prosecuting international crimes, on the necessary amendments to Ukrainian legislation and on the related communication strategy. It also provides training on other related matters and may donate funds or equipment to Ukrainian authorities to facilitate the investigation and prosecution of international crimes.

EUAM Ukraine ensures close coordination with the International Criminal Court, the European Union Agency for Criminal Justice Cooperation (Eurojust) and EU Member States acting in direct support of the investigation and prosecution of international crimes in Ukraine. It coordinates with other relevant actors as appropriate.

Chain of command

• The director of the Civilian Planning and Conduct Capability is the civilian operation commander, who:
  • commands and controls the mission under the political control and strategic direction of the Political and Security Committee and the overall authority of the High Representative of the Union for Foreign Affairs and Security Policy;
  • reports to the Council of the European Union through the High Representative.
• The Head of Mission:
  • is responsible for, and exercises command and control of, EUAM Ukraine on-site;
  • is directly responsible to the civilian operation commander and acts according to their instructions;
  • coordinates with the EU’s delegation in Ukraine to ensure the consistency of EU action in Ukraine.

Review

A strategic assessment of EUAM Ukraine must be conducted by 31 December 2025.

Budget

Amending Decision (CFSP) 2024/1353 sets a financial reference amount of €122.9 million intended to cover the expenditure related to EUAM Ukraine for the period from 1 June 2024 to 31 May 2027.
