EXPLANATORY MEMORANDUM

1.CONTEXT OF THE DELEGATED ACT

Article 6 of Regulation (EU) 2019/1700 of the European Parliament and Council establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples 1 , empowers the Commission to adopt delegated acts specifying the number of variables and the title of variables of the different data sets. When adopting the delegated act, the number of variables is not to exceed, by more than 5%, the number of variables for each domain of those already required, on a mandatory basis, by the Commission (Eurostat) on 3 November 2019.

This Delegated Regulation covers the number and titles of variables for the dataset in the domain use of information and communication technologies for the reference year 2026.

2.CONSULTATIONS PRIOR TO THE ADOPTION OF THE ACT

The Commission has carried out appropriate consultations as part of the preparation of this delegated act.No specific concerns were raised during the consultations.

The Commission consulted national experts at the meeting of the expert group ‘Information Society Statistics’ held on 5-6 February 2025.

The Expert Group ‘National Statistical Institutes of the European Statistical System’ was also consulted.

Both the European Parliament and the Council were duly informed..

3.LEGAL ELEMENTS OF THE DELEGATED ACT

The objective of this delegated Regulation is to adopt the number and titles of the variables for the dataset in the use of information and communication technologies domain for the reference year 2026, according to Article 6 of Regulation (EU) 2019/1700.

The number of collected variables meets the requirement of Article 6(2) of Regulation (EU) 2019/1700, which set the maximum number of mandatory variables from reference year 2021 onwards. Only the collected variables impact the burden. Variables are reassessed and rotated between reference years to cover policy needs while limiting reporting burden.

The delegated act has no implications for the EU budget.

The delegated act concerns a matter relating to the European Economic Area (EEA) and its application should therefore extend to the EEA.

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) 2019/1700 of the European Parliament and of the Council of 10 October 2019 establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples, amending Regulations (EC) No 808/2004, (EC) No 452/2008 and (EC) No 1338/2008 of the European Parliament and of the Council, and repealing Regulation (EC) No 1177/2003 of the European Parliament and of the Council and Council Regulation (EC) No 577/98 2 , and in particular Article 6 (1) thereof,

Whereas:

In order to cover the needs in statistics for the relevant detailed topics set out in Annex I to Regulation (EU) 2019/1700, it is necessary to specify the number and titles of the variables for the dataset in the use of information and communication technologies domain for the reference year 2026,

HAS ADOPTED THIS REGULATION:

Article 1

The number and titles of the variables for the use of information and communication technologies domain for the reference year 2026 shall be as set out in the Annex.

Article 2

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.
