Background - Date of transmission of proposal: 02.04.1998 (document COM(1998)159 final - 98/0089 COD, 02.04.1998); - Date of European Parliament opinion at first reading: 10.02.1999; - Date of Economic and Social Committee opinion: 09.09.1998; - Date of adoption of common position: 28.10.1999. 2. Subject of the Commission proposal This proposal for a directive is designed to introduce into Council Directive 74/60/EEC, as last amended by Commission Directive 78/632/EEC, requirements on power-operated windows in order to remove the danger to children which can occur when closing these windows; similar requirements are provided for power-operated roof panel systems and partition systems. It is also proposed to align the administrative provisions of Directive 74/60/EEC with those of the EC type-approval Directive 70/156/EEC so that type-approval may be computerised. 3. Comments on the common position 3.1. General comments The Council's common position involves no changes of substance to the Commission's initial proposal. 3.2. Amendments proposed by Parliament Parliament delivered its opinion without a debate and without amendments. 4. Conclusions The Commission supports the Council's common position.
