    COUNCIL DECISION (CFSP) 2020/902

    of 29 June 2020

    amending Decision 2013/354/CFSP on the European Union Police Mission for the Palestinian Territories (EUPOL COPPS)

    THE COUNCIL OF THE EUROPEAN UNION,

    Having regard to the Treaty on European Union, and in particular Article 42(4) and Article 43(2) thereof,

    Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

    Whereas:

    (1)

    On 3 July 2013, the Council adopted Decision 2013/354/CFSP (1), which continued EUPOL COPPS as from 1 July 2013.

    (2)

    On 28 June 2019, the Council adopted Decision (CFSP) 2019/1114 (2), which amended Decision 2013/354/CFSP and extended it from 1 July 2019 until 30 June 2020.

    (3)

    The Political and Security Committee (‘PSC’) agreed on 28 March 2019 and confirmed on 16 April 2020 that the Mission should be extended with the same mandate, for a further period of 12 months, until 30 June 2021, with the understanding that the Mission will be subject to a Strategic Review as soon as circumstances allow.

    (4)

    EUPOL COPPS should be granted a financial reference amount for this new one-year period.

    (5)

    On 14 May 2020 the PSC furthermore agreed that Mr Kauko AALTOMAA, who was appointed Head of Mission on 28 September 2017 by Political and Security Committee Decision (CFSP) 2017/1802 (3), and whose mandate was extended on 2 July 2019 by Political and Security Committee Decision (CFSP) 2019/1165 (4) until 30 June 2020, should continue to perform this function until 30 September 2020.

    Decision 2013/354/CFSP should be amended accordingly.

    (7)

    EUPOL COPPS will be conducted in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union’s external action as set out in Article 21 of the Treaty,

    HAS ADOPTED THIS DECISION:

    Article 1

    Decision 2013/354/CFSP is amended as follows:

    (1)

    in Article 6, the following paragraph is added:

    ‘8.   Mr Kauko AALTOMAA shall be the Head of Mission for the period from 1 July 2020 until 30 September 2020.’;

    (2)

    in Article 12(1), the following subparagraph is added:

    ‘The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2020 until 30 June 2021 shall be EUR 12 651 893,91.’;

    (3)

    in Article 15, the third paragraph is replaced by the following:

    ‘It shall expire on 30 June 2021.’.

    Article 2

    This Decision shall enter into force on the date of its adoption.

    It shall apply from 1 July 2020.
