2.   Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

Gaston Franco said that he had been present at the sitting of 26 September 2011 but his name did not appear in the record of attendance.

3.   Welcome

On behalf of Parliament, the President welcomed Mr Kabbani, Mr Bazzi and Mr Pakradouinian, a delegation from the Lebanese Parliament, who had taken their seats in the distinguished visitors’ gallery.

4.   Statements by the President

The President welcomed the gradual stabilisation of the situation in Libya but expressed concern about the humanitarian situation facing refugees and displaced persons. He also welcomed the first free elections in Tunisia and announced that he would be visiting these countries in the next few weeks.

He also expressed concern about the situation in Egypt, particularly the outbreaks of violence and the threats to the security of religious minorities.

The President condemned the brutal repression being carried out by the regimes in Yemen and Syria and called on the international community to express its opposition to this repression and support democratic change in these countries.

The President expressed concern about the politically motivated sentence of seven years in prison handed down to Yulia Timoshenko, the former Prime Minister of Ukraine.

10.   Composition of Parliament

Lena Ek announced her appointment to the Swedish Government.

In accordance with Rule 4(1) and (3), Parliament noted her resignation and established her seat was vacant with effect from 29 September 2011.

Under Article 13(4) of the Act concerning the election of the members of the European Parliament by direct universal suffrage, Parliament asked the Swedish national authorities concerned to forward the name of the person who would occupy the seat that had become vacant.

11.   Situation in Palestine (written declaration)

The President announced that written declaration 0027/2011 on recognition by the European Union of the Palestinian State had become superfluous following the adoption of the European Parliament resolution of 29 September 2011 on the situation in Palestine (P7_TA-PROV(2011)0429) and had been withdrawn by its authors.

13.   Order of business

The next item was the order of business.

The final draft agenda for the October I sittings (PE 473.261/PDOJ) had been distributed and a number of changes had been proposed (Rule 140):

Wednesday 1. Winding up the debate on the preparation for the European Council meeting (23 October 2011) (Item 13 of the draft agenda) by tabling motions for resolutions. The following deadlines had been set motions for resolution: Tuesday 11 October at 12 noon; amendments and joint motions for resolutions: Wednesday 12 October at 10.00; amendments to the joint motions for resolutions: Wednesday 12 October at 11.00; requests for split votes and other types of votes: Wednesday 12 October at 19.00. 2. Inclusion of the oral questions tabled by the ALDE, GUE/NGL and EFD Groups in the debate on the accession of Bulgaria and Romania to Schengen (Item 58 of the draft agenda). 3. Inclusion of Syria and Egypt in the debate on the situation in Yemen and Bahrain. The PPE Group had also asked for a deadline for tabling motions for resolutions on the subject, which would be included at voting time at the October II part-session. Inclusion on the agenda, just after the debate on the situation in Yemen, Bahrain, Syria and Egypt, of a statement by the High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the Commission on current developments in the situation in Ukraine. A resolution on this subject would be put to the vote at the October II part-session. 5. Insertion of the one-minute speeches immediately after the debate on current developments in Ukraine. 6. Extension of the sitting to 22.00.

Thursday Inclusion at voting time of the report by Sharon Bowles on the appointment of a Member of the Executive Board of the European Central Bank (A7-0337/2011). No deadline had been set for tabling amendments.
