The sitting opened at 17.00.
2. Approval of Minutes of previous sitting
The Minutes of the previous sitting were approved.
Margrietus van den Berg spoke on the Commission statement on AIDS (Minutes of 30.11.2006, Item 4).
3. Membership of Parliament (Observers)
The Chairman of the Bulgarian National Assembly had given notice of the designation of Konstantin Dimitrov as an Observer at the European Parliament with effect from 01.12.2006, to replace Dimitar Abadjiev.
4. Request for the defence of parliamentary immunity
Giuseppe Gargani had requested that his parliamentary immunity be upheld in the context of a case being heard before a court in Rome.
Under Rule 6(3), the request had been referred to the committee responsible, the JURI Committee.

12. Order of business
The next item was the order of business.
The final draft agenda for the sittings of 11 to 14.12.2006 and 18.12.2006 (PE 381.846 PDOJ) had been distributed. The following changes had been proposed under Rule 132:
Commission request for the application of urgent procedure (Rule 134) in respect of:
Ten proposals for decisions concerning funding for the area of freedom, security and justice (Items 93 and 112-120 on the final draft agenda).
The Council took the view that it was vital for Parliament to give its agreement before the end of the year so that the funding required could be provided. Otherwise, the implementation of the programmes could only begin on 1 January 2007, which would have a very negative impact on the development of the area of freedom, security and justice.
Parliament would take a decision on the request for urgent procedure at the beginning of the following day's sitting.
