VACANCY NOTICE

concerning a post of

DIRECTOR (M/F) (AD 14)

in the Directorate for Human Resources and Internal Services (DRH)

Publication pursuant to Article 29(1) and (2) of the Staff Regulations  (1)

1.   VACANCY

The appointment to this post shall be made by the Bureau of the European Economic and Social Committee, following a proposal from its Secretary-General.

2.   DUTIES

The holder of the post, who is under the direct authority of the Deputy Secretary-General in charge of General Affairs and Human Resources, directs the Directorate for Human Resources and Internal Services (DHR) of the European Economic and Social Committee (EESC), which consists of more than 70 persons. He contributes to the strategic development of his directorate.

His tasks consist in particular of:

organising, coordinating, managing and supervising the work of the various departments making up the Directorate for Human Resources and Internal Services:

Recruitment, Careers and Training;

Staff Support Services (including working conditions, medical and welfare service, individual rights and equal opportunities);

Internal Services and staff files;

strategic development and the implementation of a dynamic policy in the field of human resources;

participating in and monitoring work concerning interinstitutional committees or committees within the institution, and conducting negotiations with the various staff representatives;

assisting the appointing authority in work relating to the drawing-up of the organisational plan of the secretariat;

monitoring implementation of the Cooperation Agreement with the Committee of the Regions (CoR) in his areas of responsibility, and participating in the Cooperation Committee, which supervises and coordinates the provision of services by the Joint Services of the EESC and the CoR;

representing the EESC within the College of Heads of Administration;

maintaining those interinstitutional relations that are necessary, and in particular with the various departments of the general secretariats of the EESC and the CoR;

acting as appointing authority in matters delegated to him by the EESC's Secretary-General in accordance with Article 72 of the EESC'S Rules of Procedure;

managing the financial resources of the directorate (exercising the powers of authorising officer sub-delegated to him by the Secretary-General);

attending meetings of the Management Committee of the EESC's secretariat; in this connection, contributing to the development and updating of the Development Plan and the implementation of decisions;

attending meetings of the Bureau.

3.   QUALIFICATIONS AND SKILLS

a)   General requirements

The applicant should:

be a citizen of one of the Community Member States, unless an exemption has been granted by the appointing authority, and enjoy his full civil rights;

be in compliance with the law as regards military service;

provide the appropriate character references required for the performance of his duties. The attention of candidates is drawn to the limitations imposed by the Staff Regulations of the European Communities on outside activities, posts of public office and conflicts of interests (Articles 11, 11a, 12b, 13 and 15);

be physically fit to carry out his duties.

b)   Special requirements

University degree or equivalent — preferably in a field related to human resource management — when the normal duration of studies is four years or more, or university degree plus appropriate professional experience of at least one year when the normal duration of studies is at least three years.

Postgraduate professional experience of at least 15 years at a level to which the qualifications referred to above give admission. At least five years of that professional experience must have been gained in a management or advisory function at high level (2).

Good knowledge of the various spheres of activity and operations of the institutions of the European Union.

Ability to develop and maintain interinstitutional relations at a high level.

Ability to perform duties in accordance with the specific working methods of a consultative body of the European Communities.

Good experience in matters of general administration, staff management and Staff Regulations issues, and of procedures relating to Staff Regulations and administrative matters, as well as good experience in financial matters.

Great ability to lead a team and proven experience of managing human resources.

Knowledge of developing a social policy with regard to staff.

Experience in implementing databases in conjunction with human resources management.

Good knowledge of the budgetary cycle as practised in the European institutions.

Thorough knowledge of an official language of the European Communities and very good knowledge of at least two other official languages of the European Communities. For operational reasons, a good knowledge of English and French is highly desirable.

Good ability to communicate.

Guaranteed integrity and respect for ethics.

6.   COMMENTS

The appointing authority will first consider the possibilities of filling the vacant post by internal transfer, promotion or interinstitutional transfer.

The post will be filled as and when budget resources permit.

(2)  In your CV you should indicate at least for the five years during which you acquired high-level management experience: 1. the title of the management positions held and the nature of the duties; 2. the number of staff under your supervision when you held these positions; 3. the size of budgets managed; and 4. the number of levels of management above and below you in the hierarchy and the number of staff at the same level
