ANNEX I
Description of the parts of the programme and the tasks delegated to the Agency in the framework of the Connecting Europe Facility – Transport (including military mobility and the Cohesion Fund contribution) and Energy
A. Parts of the programme which are delegated
Connecting Europe Facility – Transport (including military mobility and the Cohesion Fund contribution) and Energy, with the exception of technical and administrative assistance actions and accompanying measures under articles 4(4), 9(1) and 27(3) of the CEF Regulation.
B. Tasks which are delegated
On the basis of the powers delegated by the Commission and within the framework of the relevant work programme adopted by the Commission, the Agency shall, in coordination and in agreement with the responsible parent Directorate-General, perform the following programme implementation tasks:
(a)manage some or all of the phases of programme implementation and stages in the lifetime of projects in the frame of the Connecting Europe Facility – Transport and Energy. In this connection, it shall be responsible for monitoring the projects, making the necessary checks and recovery procedures, and for performing budget implementation tasks covering revenue and expenditure within the meaning of the Financial Regulation, and in particular:
–manage the operations and procedures leading to the adoption of Commission award decisions and the signing and implementation of grant agreements, and in particular:
–prepare the publication of the calls for proposals defined in the work programme;
–prepare information sessions and documentation for potential beneficiaries;
–prepare application forms in electronic format taking into account the requirements of the standard applications drawn by the Commission;
–receive proposals and perform admissibility and eligibility checks;
–prepare and manage the external evaluation of the proposals, including the selection of the expert evaluators and observers, in agreement with the responsible parent Directorate-General;
–assist the responsible parent Directorate-General in performing the internal evaluation of the proposals;
–assist the responsible parent Directorate-General in the procedure leading to the adoption by the Commission of the award Decisions;
–prepare and adopt rejection Decisions;
–inform applicants of both selected and rejected proposals of the outcome of the evaluation and selection procedure;
–prepare and sign grant agreements on the basis of the standard models drawn up by the Commission;
–monitor the implementation of the grant agreements by the beneficiaries, making the necessary checks, including acceptance of reports and other deliverables;
–manage payments and recovery procedures, but excluding enforceable decisions on recovery;
–perform routine ex-post publicity and dissemination of results;
–ensure the application of early detection, exclusion and financial penalties within the meaning of Articles 135-144 of the Financial Regulation.
(b)provide support in programme implementation, in particular:
–collect, process and distribute data, and in particular compile, analyse and transmit to the Commission all information required to guide implementation of the programme, promote coordination with other Union programmes, the Member States or international organisations;
–feedback to policy including data and trend analysis on applications, evaluations and projects supported as well as identification of project results with potential implications for EU policies;
–contribute to mid-term and ex-post evaluations of the implementation of the programme, including the monitoring of the actual effect of its activities on the market, and to the preparation and implementation of follow-up actions;
–prepare recommendations for the Commission on implementation of the programme and its future development;
–establish an information and communication strategy aligned with that of the Commission;
–plan and implement information operations;
–produce overall control of the Agency’s operation and supervision data;
–contribute, at the request of the Commission, to preparatory work on work programmes and financing decisions;
–prepare information documents for potential beneficiaries in line with any relevant models transmitted by the Commission;
–provide support to beneficiaries concerning the implementation of the climate proofing guidelines;
–at the request of the responsible parent Directorate-General, and by derogation to section A above, manage technical and administrative assistance actions and accompanying measures under articles 4(4), 9(1) and 27(3) of the CEF Regulation where appropriate. This may include the technical and administrative management of the framework partnership for the deployment of SESAR referred to in Article 9(5) of Commission Implementing Regulation 409/2013 and the related specific grant agreements;
–provide all necessary support to the responsible parent Directorate-General in view of assisting in their mission the European Coordinators appointed to facilitate the completion of the Trans-European Transport Core Network Corridors and certain horizontal priorities in compliance with the Guidelines for the development of the TEN-T;
–provide adequate support to the responsible parent Directorates-General, notably by registering and coordinating all relevant information, concerning financial assistance to projects of common interest and progress towards the implementation of the supported actions in view of the Commission’s monitoring and reporting obligations under the CEF as well as the TEN-E and TEN-T Regulations.
ANNEX II
Description of the parts of the programme and the tasks delegated to the Agency in the framework of the Innovation Fund
A. Parts of the programme which are delegated
The overall implementation of the Innovation Fund when support is disbursed in the form of a grant, with the exception of project development assistance, but including public procurement necessary for the good execution of tasks.
B. Tasks which are delegated
On the basis of the powers delegated by the Commission and within the framework of the relevant financing decision adopted by the Commission, the Agency shall, in coordination and in agreement with the responsible parent Directorate-General, manage some or all of the phases of programme implementation and stages in the lifetime of projects under the parts of the Innovation Fund which are delegated to the Agency.
In that regard, the Agency shall be responsible for monitoring the projects which benefit from the Innovation Fund, making the necessary checks (including ex-post audits) and recovery procedures, performing budget implementation tasks covering revenue and expenditure within the meaning of Regulation (EU, Euratom) 2018/1046, and assisting the Commission in certain programme-related and project-related tasks which are reserved for the Commission under this Decision, as appropriate, and in particular:
(a)manage the operations and procedures leading to the adoption of Commission award decisions and to the conclusion of grant agreements and manage them:
–prepare and publish the calls for proposals in agreement with the responsible parent Directorate-General;
–prepare information sessions and documentation for potential beneficiaries;
–prepare user-friendly application forms in electronic format taking into account the requirements of the standard applications drawn by the Commission;
–receive the proposals and perform their eligibility check;
–prepare and manage the external evaluation of the proposals, including the selection of expert evaluators, in agreement with the responsible parent Directorate-General;
–prepare the lists of recommended projects for approval (award decision) by the European Commission;
–adopt rejection decisions and inform applicants of grant award decisions;
–manage the negotiation phase in view of grant agreements with the beneficiaries;
–prepare and sign grant agreements on the basis of the standard models drawn up by the Commission;
–monitor the performance of grant agreements, including acceptance of reports and other deliverables;
–manage payments and recovery procedures, but excluding enforceable decisions on recovery;
–perform routine ex-post publicity and dissemination of results.
(b)conclude public procurement procedures and manage the ensuing contracts, including the operations required to launch and conclude public procurement procedures, in particular:
–ensure ex-ante and ex-post advertising;
–prepare the set of invitation to tender documents such as specifications and model contracts prepared on the basis of the models drawn up by the Commission;
–evaluate the requests to participate and the tenders;
–prepare and adopt award decisions and sign contracts in accordance with the conditions of this Decision;
–prepare and adopt rejection decisions;
–monitor the performance of the contracting parties including acceptance of reports and other deliverables;
–manage payments and recoveries procedures with the exception of not enforced recovery of debts on the Union budget;
–ensure the application of early detection, exclusion and financial penalties within the meaning of Articles 135-144 of the Financial Regulation.
(c)provide support in programme implementation, in particular:
–collect, process and distribute data, and in particular compile, analyse and transmit to the Commission all information required to guide implementation of the programme, promote coordination with other Union programmes, the Member States, International Financial Institutions and/or any other international organisations;
–produce relevant information documents for applicants and beneficiaries of grants under the Innovation Fund;
–contribute to the evaluation of the impact of the programme and to monitor the actual effect of the measures on the market;
–plan and perform promotion actions as well as information, communication and dissemination activities, including organise meetings, specific seminars (including training National Contact Points), conferences or talks, exchange experience, knowledge and best practices, as well as training actions related to the Innovation Fund and its implementing measures in agreement with the responsible parent Directorate-General;
–contribute to the annual and/or mid‑term evaluation of implementation of the programme at the request of the responsible parent Directorate-General, and contribute to preparation and implementation of follow‑up action on evaluations;
–prepare recommendations for the Commission on implementation of the programme and its future development;
–produce overall control and supervision data;
–contribute to preparatory work on financing decisions.
ANNEX III
Description of the parts of the programme and the tasks delegated to the Agency in the framework of Horizon Europe: Pillar II, Cluster 5: Climate, energy and mobility
A. Parts of the programme which are delegated
The Agency is entrusted with the implementation of the following parts of the Horizon Europe Specific Programme:
Cluster 5: Climate, energy and mobility of Pillar II: “Global Challenges and European Industrial Competitiveness”.
The Agency shall not manage actions as directly aimed at:
Actions supporting the development and implementation of evidence base for future R&I policies;
(a)Actions requiring a direct interaction between the Commission and the beneficiaries and/or a direct control by the Commission of the activities to be implemented;
(b)Actions whose implementation could involve political choices.
The actions which are not delegated will be notified by the Commission to the Agency in the context of the implementation of Horizon Europe.
B. Tasks which are delegated
On the basis of the powers delegated by the Commission and within the framework of the relevant work programme adopted by the Commission, the Agency shall perform the following programme and project implementation tasks:
(a)manage some or all of the phases of programme implementation and stages in the lifetime of projects in the frame of the Horizon Europe Specific Programme. In this connection, it shall be responsible for monitoring the projects, making the necessary checks and recovery procedures and for performing budget implementation tasks covering revenue and expenditure within the meaning of the Financial Regulation, and in particular:
–award grants and manage the ensuing agreements, including the operations required to launch and conclude grant award procedures and in particular:
–prepare the evaluation of the proposals, including the selection of the expert evaluators and observers in agreement with the responsible parent Directorate-General if specified in the Memorandum of Understanding;
–perform eligibility checks of the proposals;
–perform the evaluation of proposals;
–perform the security pre-assessment on the basis of the relevant guidelines, support (if requested) the security scrutiny procedure and ensure the follow-up actions from any security recommendations;
–conduct, with the help of external experts and on the basis of the relevant guidelines, the ethics appraisal process (screening, assessments, checks and reviews) except (a) the ethics checks of the serious/complex cases and (b) the ethics checks of activities involving the use of human embryonic stem cells. The responsible research ethics service in DG RTD may request to participate in the ethics assessments and ethics checks of projects not included in (a) and (b) above;
–invite, contract the experts and provide general logistical support for the ethics appraisal process as specified in the guidelines;
–process the operations required to launch and conclude grant award procedures;
–prepare grant agreements on the basis of the standard models drawn up by the Commission, in accordance with the established mandate ensuring tracking and report of major deviations;
–prepare and adopt rejection decisions;
–prepare and adopt award decisions for which the relevant legal bases do not require the control by Member States of the Commission’s exercise of implementing powers in accordance with Regulation (EU) No 182/2011;
–inform applicants of the outcome of the evaluation procedure including for applications for which the relevant legal bases require the control by Member States of the Commission’s exercise of implementing powers in accordance with Regulation (EU) No 182/2011;
–sign grant agreements;
–ensure that there is a procedure in place for participants to make enquiries or complaints about their involvement in the programmes and that information on how to register concerns, questions or complaints is made available to all participants and published on-line;
–manage any request for an evaluation review procedure;
–monitor the implementation of the grant agreements by the beneficiaries, including acceptance of reports and other deliverables;
–ensure appropriate information to the Commission on relevant projects' achievements and outcomes;
–organise the monitoring of projects, including the selection, contracting and payment of the experts assisting in such monitoring in line with the guidelines of the Commission;
–manage payments and recovery procedures but excluding enforceable decisions on recovery;
–support the implementation of missions, taking into account the mission’s project portfolio approach including actions funded by various Horizon Europe Cluster budgets and actions funded by other centrally managed programmes under the Multiannual Financial Framework;
–manage execution of the different financial operations in relation to the Mutual Insurance Mechanism (MIM);
–cooperate with the Commission which will carry out ex-post controls and take any corrective actions following up the audit findings;
–ensure appropriate implementation of activities for dissemination and exploitation of results in accordance with the strategy for dissemination and exploitation of research results in agreement with the parent Directorates-General;
–based on an agreed collaborative framework, be an active partner in the feedback to policy activities of the parent Directorates-General (and other policy related Directorates-General) by providing policy relevant input generated through the programme implementation for their policymaking activities, more specific providing policy relevant input for:
–Programmatic purposes: drafting of work programmes, defining topic calls and call specifications;
–Development of new strategic agendas, policy objectives in different EC policy area;
–Monitoring and Evaluation of the programme such as impact assessments, ex-ante, midterm and ex-post evaluations, foresight exercises;
–Communication and knowledge sharing activities (flash notes, success stories, policy briefings, etc);
–Drafting or revision of legislation and regulatory frameworks and the implementation arrangements thereof, drafting of new directives.
–ensure the application of early detection, exclusion and financial penalties within the meaning of Articles 135-144 of the Financial Regulation;
–The programme implementation tasks described above which require cooperation with the authorities of international partner countries will be done in close coordination with the Commission.
(b)perform all the operations required to launch contests and award prizes in accordance with the Financial Regulation;
(c)conclude public procurement procedures and manage the ensuing contracts, including the operations required to launch and conclude public procurement procedures, in particular:
–ensure ex-ante and ex-post advertising;
–prepare the set of invitation to tender documents, such as specifications and model contracts, prepared on the basis of the models drawn up by the Commission;
–evaluate the requests to participate and the tenders;
–prepare and adopt award decisions and sign contracts in accordance with the conditions of this Decision;
–prepare and adopt rejection decisions;
–monitor the performance of the contracting parties, including acceptance of reports and other deliverables;
–manage payments and recovery procedures with the exception of enforced recoveries of debts on the Union budget;
–ensure the application of early detection, exclusion and financial penalties within the meaning of Articles 135-144 of the Financial Regulation.
(d)provide support in programme implementation, in particular:
–contribute to preparatory work on the work programmes and financing decisions;
–prepare the publication of the calls for proposals defined in the work programmes;
–prepare information documents for potential beneficiaries in line with any relevant models transmitted by the Commission;
–support the Commission in managing the relevant network of National Contact Points;
–establish an information and communication strategy agreed with the parent Directorates-General and in line with that of the Commission;
–plan and implement communication and information activities, including meetings, seminars or talks and trainings, agreed with the parent Directorates-General;
–collect, process and distribute data, and in particular compile, analyse and transmit to the Commission all information required to guide implementation of the programme through regular reporting, promote coordination with other Union programmes, the Member States or international organisations;
–prepare recommendations for the Commission on the implementation of the programme and on possible developments;
–contribute to the monitoring and the evaluation of the implementation of the programme and of the ensuing follow up actions;
–contribute to the evaluation of the programme's impact and to the monitoring of actual effects of its activities on the market;
–produce overall control of the Agency’s operation and supervision data.
(e)Contribute to establish synergies and efficiencies among Executive Agencies.
ANNEX IV
Description of the parts of the programme and the tasks delegated to the Agency in the framework of the programme for the Environment and Climate Action (LIFE) - sub-programmes Nature and biodiversity, Circular economy and quality of life; Climate change mitigation and adaptation; Clean energy transition and in the framework of other actions
A. Parts of the programmes which are delegated
Within the programme for the Environment and Climate Action (LIFE):
–Under the “Environment” field, parts of the sub-programmmes “Nature and Biodiversity” and “Circular Economy and Quality of Life”;
–Under the “Climate Action” field, parts of the sub-programmes “Climate Change Mitigation and Adaptation” and “Clean Energy Transition”.
Parts of the pilot projects and preparatory actions in the fields of environment, nature and biodiversity climate action and clean energy pursuant to article 4(4) of the present decision.
Cumulative, complementary and combined funding with other EU programmes in view to reach the objectives of the LIFE programme.
B. Tasks which are delegated
On the basis of the powers delegated by the Commission and within the framework of the relevant annual work programme adopted by the Commission, the Agency shall perform the following programme implementation tasks:
(a)manage some or all of the phases of programme implementation and stages in the lifetime of projects in the frame of the programme for the Environment and Climate Action (LIFE). In this connection, it shall be responsible for monitoring the projects, making the necessary checks and recovery procedures, and for performing budget implementation tasks covering revenue and expenditure within the meaning of the Financial Regulation, and in particular:
–award grants and manage the ensuing agreement in agreement with the responsible parent Directorates-General, including the operations required to launch and conclude grant award procedures and in particular:
–prepare the publication of the calls for proposals defined in the work programme and launch the related procedures;
–prepare for the evaluation of the proposals, including the selection of the expert evaluators and observers;
–receive proposals and perform admissibility and eligibility checks;
–verify the exclusion criteria;
–perform the evaluation of the proposals;
–prepare and adopt award decisions for which the relevant legal bases do not require the control by Member States of the Commission’s exercise of implementing powers in accordance with Regulation (EU) No 182/2011;
–prepare and adopt rejection decisions;
–prepare grant agreements on the basis of the standard models drawn up by the Commission;
–inform applicants of the outcome of the evaluation procedure;
–sign grant agreements;
–monitor the implementation of the grant agreements by the beneficiaries, making the necessary checks - including acceptance of reports and other deliverables;
–perform ex-post audits and ex-post controls on the activities of the programme and related results;
–manage payments and recovery procedures, but excluding enforceable decisions on recovery;
–perform routine ex-post publicity and dissemination of results;
–ensure the application of early detection, exclusion and financial penalties within the meaning of Articles 135-144 of the Financial Regulation.
–perform in close collaboration with the responsible parent Directorates-General, all the operations required to launch contests and award prizes in accordance with the Financial Regulation;
–conclude public procurement procedures and manage the ensuing contracts, including the operations required to launch and conclude public procurement procedures in agreement with the parent Directorates-General, in particular:
–ensure ex-ante and ex-post advertising;
–prepare the set of invitation to tender documents such as specifications and model contracts prepared on the basis of the models drawn up by the Commission;
–evaluate the requests to participate and the tenders;
–cancel or abandon the procurement procedure if needed;
–prepare and adopt award decisions and sign contracts in accordance with the conditions of this Decision;
–prepare and adopt rejection decisions;
–monitor the performance of the contracting parties including acceptance of reports and other deliverables;
–manage payments and recoveries procedures with the exception of enforced recovery of debts on the Union budget.

(b)provide support in programme implementation, including policy feedback, in close cooperation with the responsible parent Directorates-General, in particular:

–promote synergies, coordination and cumulative funding with other Union programmes (such as InvestEU, Horizon Europe) the Member States, International Organisations or other public or private actors;
–provide information and data for the control by Member States of the Commission’s exercise of implementing powers in accordance with Regulation (EU) No 182/2011;
–provide feedback to policy including data and trend analysis on applications, evaluations and projects supported as well as identification of project results with potential implications for EU policies;
–contribute to collect, monitor and assess the results of the projects, including through the set of key performance indicators provided by the Commission;
–contribute to the assessment of the performance of the LIFE programme on annual basis, including through the set of key indicators provided by the Commission, and to the preparation and implementation of the mid-term, final and ex-post evaluations and of the ensuing follow-up actions;
–reach the target public (final beneficiaries, project beneficiaries, other stakeholders) to ensure the visibility and the appreciations of the programme’s activities;
–manage the network of national contact points, to build up their capacity to increase the successful participation in the LIFE programme;
–organise training, meetings, seminars or talks;
–carry out studies and evaluations as requested by the Commission;
–prepare recommendations for the Commission on implementation of the programme and its future development;
–establish an information and communication strategy aligned with that of the Commission;
–plan and implement communication campaigns and information operations as requested by the Commission;
–produce overall control of the Agency’s operation and supervision data;
–contribute, at the request of the Commission, to preparatory work on work programmes and financing decisions;
–prepare information documents for potential beneficiaries in line with any relevant models transmitted by the Commission.
ANNEX V
Description of the parts of the programme and the tasks delegated to the Agency in the framework of the Renewable Energy Financing Mechanism
A. Parts of the programme which are delegated
Renewable Energy Financing Mechanism.
B. Tasks which are delegated
On the basis of the powers delegated by the Commission and within the framework of the relevant annual work programme adopted by the Commission, the Agency shall perform the following programme implementation tasks:
(a)manage some or all of the phases of programme implementation and stages in the lifetime of projects in the frame of the Renewable Energy Financing Mechanism. In this connection, it shall be responsible for monitoring the projects, making the necessary checks and recovery procedures, and for performing budget implementation tasks covering revenue and expenditure within the meaning of the Financial Regulation, and in particular:
–manage the operations and procedures leading to the adoption of the Commission award decision, and the signing and implementation of grant agreements, and in particular:
–prepare the publication of the calls for proposals defined in the work programme;
–prepare for the evaluation of the proposals, including the selection of the expert evaluators and observers;
–receive proposals and perform admissibility and eligibility checks;
–perform the evaluation of the proposals;
–assist the responsible parent Directorate-General in the procedure leading to the adoption by the Commission of the Award Decision;
–prepare and adopt rejection decisions;
–inform applicants of both selected and rejected proposals of the outcome of the evaluation procedure
–prepare and sign grant agreements;
–monitor the implementation of the grant agreements by the beneficiaries, making the necessary checks, including acceptance of reports and other deliverables;
–manage payments and recovery procedures, but excluding enforceable decisions on recovery;
–perform routine ex-post publicity and dissemination of results;
–ensure the application of early detection, exclusion and financial penalties within the meaning of Articles 135-144 of the Financial Regulation.
(b)provide support in programme implementation, in particular:

–manage and direct a network, in particular concerning the target public (beneficiaries, recipients, projects, actors);
–organise meetings, seminars or talks (if this is operational expenditure); organise trainings in agreement with the Commission;
–carry out studies and evaluations, contribute to the monitoring and the evaluation of the implementation of the programme and of the ensuing follow-up actions;
–prepare recommendations for the Commission on implementation of the programme and its future development;
–establish an information and communication strategy aligned with that of the Commission;
–plan and implement information operations;
–produce overall control of the Agency’s operation and supervision data;
–contribute, at the request of the Commission, to preparatory work on work programmes and financing decisions;
–prepare information documents for potential beneficiaries in line with any relevant models transmitted by the Commission.
ANNEX VI
Description of the parts of the programme and the tasks delegated to the Agency in the framework of the Public Sector Loan Facility under the Just Transition Mechanism
A. Parts of the programme which are delegated
Grants concerning Chapter IV of the Regulation on the public sector loan facility under the Just Transition Mechanism.
B. Tasks which are delegated
On the basis of the powers delegated by the Commission and within the framework of the relevant annual work programme adopted by the Commission, the Agency shall perform the following programme implementation tasks:
(a)manage some or all of the phases of programme implementation and stages in the lifetime of projects in the frame of the public sector loan facility under the Just Transition Mechanism. In this connection, it shall be responsible for monitoring the projects, making the necessary checks and recovery procedures, and for performing budget implementation tasks covering revenue and expenditure within the meaning of the Financial Regulation, and in particular:
–award grants and manage the ensuing agreement, including the operations required to launch and conclude grant award procedures and in particular:
–prepare the publication of the calls for proposals defined in the work programme;
–prepare for the evaluation of the proposals;
–receive proposals and perform admissibility and eligibility checks;
–perform the evaluation of the proposals;
–prepare grant agreements on the basis of the standard models drawn up by the Commission;
–inform applicants of the outcome of the evaluation procedure;
–sign grant agreements in accordance with the conditions laid down in the Regulation on the public sector loan facility under the Just Transition Mechanism;
–monitor the implementation of the grant agreements by the beneficiaries, making the necessary checks, including acceptance of reports and other deliverables;
–reduce or terminate grants in accordance with Article 11 of the Regulation on the public sector loan facility under the Just Transition Mechanism;
–manage payments and recovery procedures with the exception of enforceable decision on recovery;
–perform routine ex-post publicity and dissemination of results;
–ensure the application of early detection, exclusion and financial penalties within the meaning of Articles 135-144 of the Financial Regulation;
–liaise with the European Investment Bank for the loan component if needed.
(b)provide support in programme implementation, in particular:
–collect, process and distribute data, and in particular compile, analyse and transmit to the Commission all information required to guide implementation of the programme, promote coordination with other Union programmes, the Member States or international organisations;
–feedback to policy including data and trend analysis on applications, evaluations and projects supported as well as identification of project results with potential implications for EU policies;
–contribute to evaluation of the impact of the programme and to monitoring of the actual effect of its activities on the market;
–contribute to the monitoring and the evaluation of the implementation of the programme and of the ensuing follow-up actions;
–prepare recommendations for the Commission on implementation of the programme and its future development;

ANNEX VII
Description of the parts of the programme and the tasks delegated to the Agency in the framework of the European Maritime, Fisheries and Aquaculture Fund and of the Union’s contributions to Regional Fisheries Management Organisations (RFMOs) and other international organisations
A. Parts of the programme which are delegated:
–in the framework of the European Maritime, Fisheries and Aquaculture Fund:
(a)Activities on fostering sustainable fisheries and conservation of aquatic biological resources in support of the Common Fisheries Policy, in particular the provision of scientific advice and knowledge, the development and implementation of a Union fisheries control system, and the voluntary contributions to the activities of international organisations dealing with fisheries;
(b)Activities on fostering sustainable aquaculture and processing and marketing of fisheries and aquaculture products;
(c)Activities in enabling the growth of a sustainable blue economy and fostering the development of fishing and aquaculture communities in coastal and inland areas;
(d)Activities in strengthening international ocean governance and enabling safe, secure, clean and sustainably managed seas and oceans.The delegated activities include inter alia studies, research surveys, scientific partnerships, environmental and economic advice.
–in the framework of the European Union's active participation in international fisheries organisations responsible for the long term conservation and sustainable exploitation of marine fisheries resources:
(a)Management of the European Union’s membership to such international fisheries organisations.
–Parts of the pilot projects and preparatory actions in the fisheries and maritime fields pursuant to article 4(4) of the present decision.
B. Tasks which are delegated
On the basis of the powers delegated by the Commission and within the framework of the relevant annual work programme adopted by the Commission, the Agency shall perform the following programme implementation tasks:
(a)manage some or all of the phases of programme implementation and stages in the lifetime of projects in the frame of the task listed in Part A above. In this connection, it shall be responsible for monitoring the projects, making the necessary checks and recovery procedures, and for performing budget implementation tasks covering revenue and expenditure within the meaning of the Financial Regulation, and in particular:
–award grants and manage the ensuing agreement, including the operations required to launch and conclude grant award procedures and in particular:
–prepare the publication of the calls for proposals defined in the work programme;
–prepare for the evaluation of the proposals, including the selection of the expert evaluators and observers;
–receive proposals and perform admissibility and eligibility checks;
–perform the evaluation of the proposals;
–prepare and adopt award decisions for which the relevant legal bases do not require the control by Member States of the Commission’s exercise of implementing powers in accordance with Regulation (EU) No 182/2011;
–prepare and adopt rejection decisions;
–prepare grant agreements on the basis of the standard models drawn up by the Commission;
–inform applicants of the outcome of the evaluation procedure;
–sign grant agreements in accordance with the conditions laid down in this Decision;
–monitor the implementation of the grant agreements by the beneficiaries, making the necessary checks, including acceptance of reports and other deliverables;
–manage payments and recovery procedures, but excluding enforceable decisions on recovery;
–ensure the application of early detection, exclusion and financial penalties within the meaning of Articles 135-144 of the Financial Regulation.

–feedback to policy including data and trend analysis on applications, evaluations and projects supported as well as identification of project results with potential implications for EU policies;
–contribute to evaluation of the impact of the programme and to monitoring of the actual effect of its activities on the market;
–manage and direct a network, in particular concerning the target public (beneficiaries, recipients, projects, actors);
–organise meetings, seminars or talks; organise trainings in agreement with the Commission;
–carry out studies and evaluations, contribute to the monitoring and the evaluation of the implementation of the programme and of the ensuing follow-up actions;

B. Tasks which are delegated

–register, coordinate and provide to the responsible parent Directorate-General all relevant information concerning financial assistance to projects of common interest and progress towards the implementation of the supported actions in view of the Commission’s monitoring and reporting obligations under the CEF as well as the TEN-T and TEN-E Regulations.

Description of the parts of the programme and the tasks delegated to the Agency in the framework of the legacies of Horizon 2020: Societal challenge 3: Secure, clean and efficient energy; Societal challenge 4: Smart, green and integrated transport; and Societal challenge 5: Climate action, resource efficiency and raw materials
A. Parts of the programme which are delegated
Within the framework of implementation of the legacy of the Horizon 2020 Specific Programme, the Agency is entrusted with the implementation of the following components and objectives of parts thereof (with the exception of actions implemented by the Commission):
–Part III “Societal challenges” 3 (Secure, clean and efficient energy), 4 (Smart, green and integrated transport) and a part of 5 (Climate action, resource efficiency and raw materials).
B. Tasks which are delegated
On the basis of the powers delegated by the Commission and within the framework of the relevant work programme adopted by the Commission, the Agency shall perform the following programme and project implementation tasks:
(a)manage some or all of the stages in the lifetime of projects in the frame of the Horizon 2020 Specific Programme. In this connection, it shall be responsible for monitoring the projects, making the necessary checks and recovery procedures, and for performing budget implementation tasks covering revenue and expenditure within the meaning of the Financial Regulation, and in particular:
–prepare the evaluation of the proposals, including the selection of the expert evaluators and observers;
–perform eligibility checks of the proposals;
–perform, when appropriate, the security pre-assessment on the basis of the relevant guidelines, support the security scrutiny procedure and ensure the follow-up actions from any security recommendations;
–perform the evaluation of proposals;
–conduct, with the help of external experts and on the basis of the relevant guidelines, the ethics appraisal process (screening, assessments, checks and reviews) except (a) the ethics checks of the serious/complex cases and (b) the ethics checks of activities involving the use of human embryonic stem cells. The responsible research ethics service in DG RTD may request to participate in the ethics assessments and ethics checks of projects not included in (a) and (b) above;
–invite, contract and pay the experts and provide general logistical support for the ethics appraisal process as specified in the guidelines;
–process the operations required to launch and conclude grant award procedures;
–prepare grant agreements on the basis of the standard models drawn up by the Commission, in accordance with the established mandate ensuring tracking and report of major deviations;
–prepare and adopt award decisions for which the relevant legal bases do not require the control by Member States of the Commission’s exercise of implementing powers in accordance with Regulation (EU) No 182/2011;
–prepare and adopt rejection decisions;
–inform applicants of the outcome of the evaluation procedure including for applications for which the relevant legal bases require the control by Member States of the Commission’s exercise of implementing powers in accordance with Regulation (EU) No 182/2011;
–sign grant agreements;
–ensure that there is a procedure in place for participants to make enquiries or complaints about their involvement in the programmes and that information on how to register concerns, questions or complaints is made available to all participants and published on-line;
–manage any request for an evaluation review procedure;
–monitor the implementation of the grant agreements by the beneficiaries, including acceptance of reports and other deliverables;
–ensure appropriate information to the Commission on relevant projects' achievements and outcomes;
–organise the monitoring of projects, including the selection of the experts assisting in such monitoring in line with the guidelines of the Commission;
–manage payments and recovery procedures, but excluding enforceable decisions on recovery;
–manage execution of the different financial operations in relation to the MIM;
–cooperate with the Commission in the performance of its ex-post audits and take any corrective actions following up the audit findings;
–ensure appropriate implementation of activities for dissemination and exploitation of results in accordance with the strategy for dissemination and exploitation of research results of the Commission;
–based on an agreed collaborative framework, be an active partner in the feedback to policy activities of the parent Directorates-General (and other policy related Directorates-General) by providing policy relevant input generated through the programme implementation for their policymaking activities, more specific providing policy relevant input for:
–Programmatic purposes: drafting of work programmes, defining topic calls and call specifications;
–Development of new strategic agendas, policy objectives in different EC policy area;
–Monitoring and evaluation of the programme such as impact assessments, ex-ante, midterm and ex-post evaluations, foresight exercises;
–Communication and knowledge sharing activities (flash notes, success stories, policy briefings);
–Drafting or revision of legislation and regulatory frameworks and the implementation arrangements thereof, drafting of new directives.
