In the context of the enlargement of the European Union, the European Commission is recruiting a number of senior management officials from the 10 new Member States (Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia).

The Directorate-General for Regional Policy seeks to recruit a Director responsible for the programming and implementation of interventions in a number of Member States.

The precise configuration of the Directorate has yet to be defined due to the ongoing reorganisation of the Directorate-General, but it would consist of three or four geographical units with responsibility for a mixture of EUR-15 and EUR-10 Member States and with both ERDF and Cohesion Fund interventions.

The main tasks of the Directorate are negotiating with national and regional authorities in the relevant countries on the preparation and implementation of programmes and projects, acting as sub-delegated authorising officer for ERDF and Cohesion Fund budgets for the relevant countries, and managing a Directorate with some 50 to 60 staff.

The Directorate-General for Regional Policy is responsible for the conception and implementation of economic and social cohesion policy. Its main mission is, with the Member States and candidate countries, the sound and efficient management of the European Regional Development Fund (ERDF), the Cohesion Fund, the Structural Instrument for pre-accession (ISPA) and the European Union Solidarity Fund.

The Directorate-General's activity has expanded to take into account the new programmes and projects of the new Member States. It has eight Directorates, including four Directorates which are responsible for the programming and implementation of interventions in the Member States on a geographical basis.

General Qualifications

The requirements for the job are:

good knowledge of cohesion policy,

sound experience of financial, budgetary and administrative management,

experience in project and/or programme preparation and management would be an asset,

excellent communication and negotiating skills,

confirmed capacity in managing, coordinating and motivating a team,

good working knowledge of both English and French would be an asset.

Applicants must:

1.

be a citizen of one of the 10 new Member States of the European Union (Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia);

2.

hold a university degree that gives access to undertake doctoral studies;

3.

have at least 12 years' postgraduate professional experience at a level to which the qualifications referred to above give admission. At least six years of that professional experience must have been gained at a high management level;

4.

have a thorough knowledge of one of the official languages of the European Union and an adequate knowledge of another of these official languages. Candidates should note that the selection procedures will be carried out in English, French and German only.

Independence and declaration of interests

Candidates are required to confirm their willingness to make a declaration of their commitment to act independently in the public interest and a declaration of any interests which might be considered prejudicial to their independence.

Appointment and conditions of employment

The Director will be selected and appointed by the Commission according to its selection and recruitment procedures. A shortlist of candidates will be called for an interview by the Commission's Consultative Committee on Appointments and an assessment centre run by external recruitment consultants.

Salaries and conditions of employment are those laid down in the Staff Regulations for A*14 grade officials of the European Communities.

Applicants should note the requirement under the Staff Regulations for all new staff to complete successfully a nine-month probationary period.

On completion of your online registration, you will receive on screen a registration number that you must note — this will be your reference number in all matters concerning your application. When you receive this number, the registration process is finished — it is confirmation that we have registered the data you entered.

If you do not receive a number, your application has not been registered!

Please note that you must have an e-mail address. This will be used to identify your registration.

You will be required to attach a curriculum vitae in word or pdf format to your application and to enter, online, a letter of motivation (maximum 8 000 characters). Both the cv and letter must be written in either English, French or German.

If you have a disability that prevents you from registering online, you may submit your application (cv and letter of motivation) on paper by registered mail  (2) , postmarked no later than the closing date for registration. All subsequent communication between the Commission and you will be by post. In this case, you must enclose with your application a certificate attesting your disability, issued by a recognised body. You should also set out on a separate sheet of paper any special arrangements you think are needed to make it easier for you to take part in the selection.

The closing date for registration is 22 October 2004. Online registration will not be possible after 12.00 noon Brussels time.
