We are

Under the political guidance of the College of Commissioners, in particular Vice-Presidents Jyrki Katainen and Maroš Šefčovič, and Ms Violeta Bulc, Commissioner responsible for Transport, the Directorate-General for Mobility and Transport (DG MOVE) is in charge of developing transport policies for the European Union. Its remit is to ensure efficient and sustainable mobility within a single European transport area, to serve Europe’s citizens and economy while promoting environmental policy and competitiveness.

DG MOVE is assisted in this work by the expert input from several European Agencies and two Joint Undertakings, which it oversees: the European Aviation Safety Agency (EASA), the European Maritime Safety Agency (EMSA), the European Railway Agency (ERA), the Innovation and Networks Executive Agency (INEA), and the SESAR (Single European Sky ATM Research) Joint Undertaking and the Shift2Rail Joint Undertaking (which was set up in 2014). DG MOVE has also built a strong partnership with Eurocontrol and is represented in the management board of the Fuel Cells and Hydrogen 2 Joint Undertaking.

For 2015, DG MOVE will manage a budget of about EUR 3,3 billion, mostly for co-financing European transport network infrastructure (CEF) and transport research (Horizon 2020).

We propose

The function of Deputy Director-General is responsible for coordinating the activities of the Directorate ‘European Mobility network’ (MOVE.B) and the ‘Innovation and Networks Executive Agency’ (INEA). He/She will also monitor the work of the different project teams in DG MOVE to support President Juncker’s political priorities.

DG MOVE’s organisation chart, including the directorates reporting to the DDG, may change between the publication of this vacancy notice and the successful candidate taking up duties. However, the selection procedure will be carried out on the basis of this vacancy notice.

Under the supervision of the Director-General, the successful candidate will have the following tasks and responsibilities:

contribute and advise the Director-General in defining strategies, concepts, procedures and/or policies in the field of competence of the Directorate-General and, more specifically, in the areas of competence under his/her direct authority, whilst ensuring coherence and consistency with the Commission’s overall objectives,

assist the Director-General in organisational matters, leading and managing the Directorate-General, including through the coordination of the Directorate B of DG MOVE and INEA as well as supervising and providing guidance to the Directors and Heads of Unit under his/her responsibility,

contribute to the establishment of the work programme of the Directorate-General,

liaise with other services of the Commission on transport issues and to supervise the contribution of the Directorate-General on inter-services consultations in this domain,

replace or represent the Commissioner/Director-General in external and internal events or in meetings with other European Institutions, Member States and external stakeholders,

represent the Directorate-General in meetings with international, multinational or regional organisations on transport issues.

We look for

The successful candidate should have:

good political judgement and understanding of a complex political environment, being able to develop a global view on DG MOVE policies and a clear strategic vision of the activities of the Directorate-General,

very good analytical skills and the capacity to solve organisational and operational problems, being able to think freshly and strategically,

proven capacity and strong track record in managing, and steering in financial and human resources, a large service, as well as in change-management processes,

excellent negotiation skills, demonstrated by direct experience in high-level negotiations at senior level,

very good communication and coordination skills, having the capacity to apply his/her experience and skills in high-level contacts within the Commission, with other EU and international institutions and with Member States and other relevant stakeholders,

good knowledge and understanding of the Commission’s policies and priorities, as well as of its administrative practices and procedures,

good understanding and knowledge of the European transport policy.

Candidates must (eligibility criteria)

Candidates will be considered for the selection phase on the basis of the following formal criteria to be fulfilled by the deadline for applications:

Nationality: candidates must be of Croatian nationality.

University degree or diploma: candidates must have:

either a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is 4 years or more;

or a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least 1 year when the normal period of university education is at least 3 years (this 1 year’s professional experience cannot be included in the postgraduate professional experience required below).

Professional experience: candidates must have at least 12 years’ postgraduate professional experience at a level to which the qualifications referred to above give admission.

Management experience: at least 6 years of that professional experience must have been gained in a management function at high level (1) and should be in direct relation to a field relevant for this position.

Languages: have a thorough knowledge of one of the official languages of the European Union (2) and an adequate knowledge of another of these official languages. Selection panels will verify during the interview(s) whether candidates comply with the requirement of a satisfactory knowledge of another official EU language. This may include part of the interview being conducted in this other language.

Age limit: not yet have reached regular retirement age, which for officials of the European Union is defined as being the end of the month in which the person reaches the age of 66 years (see Article 52(a) of the Staff Regulations) (3).

The selected candidate should hold, or be in the position to obtain, a valid security clearance certificate (TOP SECRET) from his/her national security authority.

A personal security clearance is an administrative decision following completion of a security screening conducted by the individual’s competent national security authority in accordance with applicable national security laws and regulations, and certifying that an individual may be allowed to access classified information up to a specified level. Please note that the necessary procedure for obtaining a security clearance can be initiated on request of the employer only, and not by the individual candidate.

Appointment to the post shall only take effect on condition that the selected candidate has obtained a valid security clearance certificate.

Independence and declaration of interests

Before taking up their duties, candidates are required to make a declaration of their commitment to act independently in the public interest and of any interests, which might be considered prejudicial to their independence.

Appointment and conditions of employment

The European Commission will select and appoint the Deputy Director General according to its selection and recruitment procedures [see also the Compilation Document on Senior Officials Policy (4)]. As part of this selection procedure, candidates who have been invited for an interview by the Commission’s Consultative Committee on Appointments will have to participate, beforehand, in an assessment centre run by external recruitment consultants.

For functional reasons and in order to complete the selection procedure as quickly as possible in the interest of the candidates as well as that of the institution, the selection procedure will be carried out in English and/or French only (5).

Salaries and conditions of employment are those laid down in the Staff Regulations for AD 15 grade officials of the European Union. Candidates should note the requirement under the Staff Regulations for all new staff to complete successfully a 9-month probationary period.

The Directorate-General for Mobility and Transport (DG MOVE) is based in Brussels.

For functional reasons and in order to complete the selection procedure as quickly as possible in the interest of the candidates as well as that of the institution, both the CV and motivation letter must be written in English, French or German.

The mail also contains a registration number which will be your reference number in all matters concerning your application. If you do not receive a confirmation mail, your application has not been registered!

Closing date

The closing date for registration is 15 January 2016, 12.00 noon Brussels time, after which online registrations will not be possible anymore.

It is your responsibility to complete your online registration in time. We strongly advise you not to wait until the last few days before applying, since heavy internet traffic or a fault with your internet connection could lead to the online registration being terminated before you complete it, thereby obliging you to repeat the whole process. Once the deadline for the submission of registrations has passed, you will no longer be able to introduce any data. Late registrations are not accepted.
