NOTICE OF VACANCY FOR A DEPUTY DIRECTOR (M/F)

the management board of the European Centre for the Development of Vocational Training (Cedefop) invites applications for the post of deputy director

Cedefop's general information

The Centre was established by Council Regulation (EEC) No 337/75 of 10 February 1975 (1). Its mission is to assist the European Commission in encouraging, at Community level, the promotion and development of vocational education and training. The Centre has its seat in Thessaloniki and currently has a staff of approximately 120 persons (2).

Cedefop has a tripartite management board, and provides services for the European Union Member States and the social partners as well as for the associated countries of Norway and Iceland. As the European Union's reference centre for vocational education and training, Cedefop provides policymakers, researchers and practitioners with information to promote a clearer understanding of developments and so enable them to take informed decisions for future action. Job description

The Deputy Director supports the Director in managing the tasks laid down in the Founding Regulation especially Articles 2, 3 and 7 such as analysis of data, development of policy relevant research and promoting a concerted approach to vocational education and training issues. He or she replaces the Director during the latter's absence.

He/she shall also help:

preparing and implementing Cedefop's medium term priorities and annual work programmes,

preparing Cedefop's annual report and progress reporting,

carrying out the decisions of the Management Board,

coordinating the activities of the working parties and networks,

with regard to the budget the Deputy Director is accountable to the Director and assists him/her in implementing the budget of Cedefop and contributing to sound financial management and internal control.

Profile and criteria

1.   Candidates will be considered for the selection phase on the basis of the following formal criteria to be fulfilled by the deadline for applications:

university degree or diploma, preferably in a field relevant to the mission of the Agency, giving access to post graduate studies (masters degree or equivalent),

at least 10 years professional experience (following the award of the university degree or equivalent) of which at least five acquired at management level in the public or private sector,

thorough knowledge of at least one official language of the European Union and a satisfactory knowledge of a second of these languages. Good English would be an asset,

national of a Member State of the European Union,

date of birth after 1 April 1945 as he/she should serve at least one full five-year term before compulsory retirement.

2.   Candidates selected on the basis of the above criteria will then be evaluated according to the following criteria:

experience of organising and managing transnational activities and/or networks, also involving relationships and interaction with the social partners,

experience of human resources management in a national and/or international organisation,

experience of cooperation with the actors concerned — national and local authorities, international organisations, universities and research centres, enterprises, social partners,

evidence of knowledge and experience in matters concerning vocational educational training, skills and/or staff development and/or applied research in these areas at national, European and international levels,

a scientific reputation, documented by publications and/or research work,

experience of financial and budget management,

written and oral communication skills,

understanding of community institutions and functioning of the EU.

Appointment and conditions of employment

The Deputy Director is appointed by the Management Board from a list of candidates submitted by the Director in agreement with the Bureau. Candidates should note that the list may be made public and that inclusion on the list does not guarantee appointment. His/her term of office is five years and is renewable once for a period of maximum five years. The Deputy Director receives a temporary contract pursuant to Article 2A of the conditions of employment of other servants of the European Communities. The appointment will be at grade A 3 (4). The successful candidate will be expected to take up the post on 1 April 2005.

Having completed and signed it, they must post it, together with a letter of motivation and a curriculum vitae (preferably in conformity with the EU CV format (5)) to the postal address below, by registered post, by 15 July 2004 (date of postmark) at the latest. Applications must be in an official community language. Where the application is not in English, a copy of the application in English must also be provided. Applications sent by express courier service must be delivered to the same postal address before 17,00 on 15 July 2004. Supporting documents must be submitted at a later stage in the procedure if requested. External assessment could be part of the procedure. References should be delivered and will be checked.

The application will be rejected if the dossier is incomplete.

Shortlisted candidates will be invited for an interview in September/October 2004.
