Call for proposals on general activities of observation, analysis and innovation, 2006

1. Objectives and description
On the basis of the Decision of the European Parliament and the Council adopting the second phase of the Community programme Socrates (1), the Commission is inviting proposals for the implementation of ‘General activities of observation and analysis’ (sub-action 6.1.2, points c) and d)) and ‘Innovatory Initiatives responding to emerging needs’ (action 6.2), in the form of measures to improve and facilitate the exchange of information and experiences and the development of innovations in the field of education among the countries participating in the Socrates programme.
2. Priority themes
The Commission is inviting proposals concerning the three following priority themes:

What should be the role and profile of Higher Education in relation to the European social model; |
— |
Better understanding of the phenomenon of poor reading skills and poor readers, in order better to combat the problem; |
— |
Improved evaluation of educational policies focusing on the needs of at-risk groups. |
3. Eligible applicants
Applications for assistance may include, or be made by, establishments in the countries participating in the Socrates programme, i.e.:

the 25 Member States of the European Union |
— |
EFTA and EEA countries: Iceland, Liechtenstein, Norway |
— |
candidate countries: Bulgaria, Romania, Turkey |
Proposals may be submitted by organisations and institutions which are based in the countries participating in the Socrates programme, have the qualifications and experience needed to complete the proposed action, and actively involve, as project partners, establishments in at least six countries participating in the Socrates programme, including the project coordinator's country, and including at least one Member State of the European Union.
The establishments eligible to respond to this call for proposals are classified by type, in accordance with Annex 2 to the call for proposals (‘List of codes to be used in the application’).
4. Budget and duration of projects
The total budget earmarked for the cofinancing of projects is of the order of EUR 3 600 000. Financial assistance from the Commission cannot exceed 75 % of the total eligible costs. The maximum subsidy granted by the Commission will be EUR 220 000 per year.
Activities must start on 1 October 2006. The maximum duration of projects is 24 months.
5. Deadline
Applications for funding must be sent to the Commission no later than 18 April 2006.
