Resolution of the Council and the representatives of the governments of the Member States meeting within the Council on the revision of the EU Youth Strategy Work Plan 2025-2027

THE COUNCIL AND THE REPRESENTATIVES OF THE GOVERNMENTS OF THE MEMBER STATES MEETING WITHIN THE COUNCIL,

RECALLING THAT:

The European Union Youth Strategy 2019-2027 (1) invites the Member States and the European Commission, within their respective fields of competence, to implement the EU Youth Strategy effectively across the EU and in the Member States with specific instruments, including the EU Youth Strategy Work Plans.

The EU Youth Strategy implementation is based on three-year work periods that each span two Presidency Trios. The priorities and actions for the respective work periods are presented in the EU Youth Strategy Work Plans. Those plans should draw on the guiding principles and priorities of the EU Youth Strategy, also addressing youth issues in other Council configurations and preparatory bodies in relevant policy areas.

The EU Youth Strategy Work Plans are instruments that are intended to guide Member States, the Commission and all stakeholders towards achieving, in line with the principle of subsidiarity, the objectives of the EU Youth Strategy, including the EU Youth Dialogue (EUYD) and the European Youth Goals, which are an integral part of the EU Youth Strategy.

TAKE NOTE THAT:

The Council draws up the current EU Youth Strategy Work Plan (2025-2027) based on information received from the current Presidency Trio: Poland, Denmark and Cyprus and the following Trio Ireland, Lithuania and Greece.

The priorities and actions presented in this revised three-year EU Youth Strategy Work Plan reflect the work of the current Presidency Trio (Poland, Denmark and Cyprus) and the work of the next Presidency Trio (Ireland, Lithuania and Greece). This work plan covers the remainder of the implementation phase of the EU Youth Strategy 2019-2027.

The Commission’s Communication on the legacy of the European Year of Youth 2022 (2), along with the Council conclusions (3) adopted in response to that Communication, and the Commission’s report (4) on the interim evaluation of the European Union Youth Strategy 2019 – 2027, provided input to further enhance the implementation of the EU Youth Strategy, in particular by further accelerating work towards achieving the objectives of youth mainstreaming and youth participation, including through the EUYD and by the implementation of the youth check at European level.

The final evaluation of the 2014-2020 Erasmus+ programme and the interim evaluation of the 2021-2027 Erasmus+ programme (5) highlight the good performance of the programme in the youth sector, where the programme has contributed to the development of participants’ social, civic and entrepreneurship skills and deployed targeted support to young participants and youth organisations, thanks to a dedicated inclusion strategy in the 2014-2020 period and to its framework of inclusion measures in the 2021-2027 period.

The interim evaluation of the 2021-2027 European Solidarity Corps programme (6) underlines its strong impact in terms of promoting inclusion, particularly for young people with fewer opportunities, diversity and democratic participation, reinforcing European values and a sense of European identity.

The above findings of the mid-term evaluation of the two programmes fed into the preparations for the Erasmus+ 2028-2034 proposal.

The Commission can support and complement actions by Member States set out in this EU Youth Strategy Work Plan by:

a)

encouraging and facilitating cooperation and exchange of experiences and best practices, supporting the mobility of young people and youth workers, and fostering the participation of young people in democratic and civic life, also highlighting the importance of youth consultations;

b)

supporting the implementation of the EU Youth Strategy through existing tools and structures, including the EUYD, the European Youth Portal, the EU Youth Coordinator, and mutual learning activities such as expert groups, peer learning activities (PLAs) and peer counselling, as well as through more recent initiatives, such as the EU Youth Stakeholders Group (7), the European Commission President’s Youth Advisory Board (8), the Commission Youth Network, the Youth Policy Dialogues with Commissioners and the Commission youth check;

c)

facilitating regular updates from and exchanges with Member States on national youth policy priorities, experiences and best practices, such as on youth consultations, and cooperation needs, through utilising the Youth Wiki, the EU Youth Dashboard (9) and youth indicators, as well as surveys, studies and research;

d)

contributing through current European Union programmes addressing youth, in particular the Erasmus+ and the European Solidarity Corps programmes, and through partnerships and cooperation with other international organisations, notably the Council of Europe, the OECD and the United Nations.

The EUYD needs to continue evolving and growing in line with the Council Resolution on the governance of the EUYD (10), the mid-term evaluation of the EU Youth Strategy and proposals from the EU Youth Conferences, in particular by:

a)

safeguarding the progress on inclusion achieved over previous cycles, including by further increasing the participation of under-represented groups of young people, including those with fewer opportunities;

b)

sharing outcomes and recommendations with policy-makers and other stakeholders at all levels and raising awareness of the EUYD, including by further mobilising existing EU level youth information tools and communication channels, to increase impact, visibility and communication;

c)

improving monitoring at all levels and ensuring that participants and stakeholders are better informed about follow-up at EU, national, regional and local levels;

d)

continuing efforts to increase the impact of the EUYD, notably by aligning EUYD consultations with the Commission’s policy agenda and ensuring a strong link with the Commission’s work programme, whenever possible, to maximise effectiveness and efficiency.

In 2025 and 2026, the Commission is running a listening and co-creation process with all youth stakeholders for the preparation of the EU Youth Strategy beyond 2027, including a review of the European Youth Goals. This process will involve mobilising the EU Youth Stakeholders Group, and other groups, meetings and events such as the 2026 European Youth Week and an online public consultation, as well as the EUYD 11th cycle consultations and the 11th and 12th cycle EU Youth Conferences.

The outcomes of the 4th European Youth Work Convention (11) hosted in May 2025 by the Government of Malta – Aġenzija Żgħażagħ (Malta’s national youth agency) – and the European Union Programmes Agency (EUPA) for Malta, together with the EU–Council of Europe Youth Partnership underline the value and effectiveness of youth work and recognise it as key pillar for the future of the EU Youth Strategy.

INVITE THE PRESIDENCIES OF THE COUNCIL OF THE 11th AND 12th CYCLES OF THE EUYD TO:

Provide opportunities for Member States and stakeholders in the youth field to discuss the future of European cooperation in the youth field after 2027, including via the EUYD and with support from the European Commission, in order to allow for the best possible synergies with the new generation of programmes and to meet the dual objectives of meaningful youth participation and youth mainstreaming.

15.

Building on existing structures and expertise, provide support towards an EU Youth Strategy that is simple, targeted, and comprehensive for all relevant ministries and stakeholders, including young people themselves, ensuring cross-cutting effectiveness and grounding it firmly in the principles of accessibility, respect for diversity, inclusivity, participation in democratic life and civic engagement.

INVITE THE MEMBER STATES AND THE EUROPEAN COMMISSION, IN ACCORDANCE WITH THE PRINCIPLE OF SUBSIDIARITY AND WITHIN THEIR RESPECTIVE SPHERES OF COMPETENCE, TO:

Ensure cross-sectoral consultation, where possible, in the early stage of designing of the next EU Youth Strategy and the European Youth Goals, in order to further support the objective of youth mainstreaming across all policy areas as a key pillar of the future EU Youth Strategy.
