We are

The Translation Centre for the Bodies of the European Union (CdT) is an agency of the European Union (EU) based in Luxembourg. It was established in 1994 by Council Regulation (EC) No 2965/94 (1), recast Regulation (EC) No 2610/95 (2) in 1995 and Regulation (EC) No 1645/2003 (3) in 2003, with the mission to provide translation services to the other decentralised EU agencies. It performs and charges for these services on the basis of a cooperation agreement signed with each customer. Today it translates for 60 EU agencies, institutions and other bodies.

The Centre’s second mission is to actively participate in cooperation between the EU’s translation services. The objective of this interinstitutional cooperation is to rationalise working methods, to harmonise procedures and to make overall savings in the field of EU translation.

The Centre currently employs approximately 200 staff and has an annual budget of about EUR 46 million.

The Centre’s work is based on the conviction that a high-quality service and a strong client relationship can effectively contribute to meeting the translation needs of its clients and thus help implement the EU’s strategic framework for multilingualism. We propose

The Director is the legal representative of the Centre and is accountable to the Management Board.

The Director’s role and responsibilities will include the following:

managing the Centre in line with the guidelines and decisions of the Management Board and the applicable legal acts in force,

drawing up the Centre’s Strategy and Work Programmes, and reporting on their implementation to the Management Board by means of Annual Activity Reports and other reporting instruments,

taking general responsibility for the overall performance of the tasks assigned to the Centre, including supervising the quality of the internal control and management systems of the Centre,

taking general responsibility for managing the Centre’s staff and fostering a good team spirit and working environment,

preparing and executing the Centre’s budget and ensuring that it is managed efficiently and in accordance with the principles of sound financial management,

taking general responsibility for the financial affairs of the Centre including, inter alia, final accounts, and financing decisions,

representing the Centre in the context of interinstitutional and international cooperation and communicating with the general public on all matters within the Centre’s remit.

We are looking for

Eligibility criteria

In order to be considered for the selection phase, applicants must fulfil the following formal criteria by the closing date for applications:

nationality: be a national of a Member State of the European Union,

university degree or diploma:

level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is 4 years or more, or

level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least 1 year when the normal period of university education is at least 3 years (this 1 year’s professional experience cannot be included in the postgraduate professional experience required below),

professional experience: at least 15 years’ postgraduate experience acquired after the required qualifications referred to above was obtained,

management experience: at least 5 years’ experience in a high level management position (4),

languages: a thorough knowledge of one of the official languages of the EU as defined in Regulation No 1 of 6 October 1958 (5) and a satisfactory knowledge of a second,

age limit: be able to complete the full 5-year mandate before reaching retirement age. For temporary staff of the EU entering the service as from 1 January 2014, retirement age is defined as being the end of the month in which the person reaches the age of 66.

Selection criteria

Applicants must possess the following technical and core competences:

proven ability to manage a large agency, both at strategic and at operational management level,

excellent capacity to lead and motivate a large team in a multicultural and multilingual environment,

hands-on experience of budgetary, financial and human resources management in a national, European and/or international context,

ability to interact and negotiate at the highest level of management with the EU institutions and bodies as well as public authorities,

ability to communicate efficiently to the public and cooperate with stakeholders (European, international, national and local authorities, international organisations, etc.),

thorough understanding of the EU institutions and how they operate and interact, and of EU administrative and financial procedures, as well as of EU policies and international activities of relevance to the activities of the Centre,

excellent in written and oral communication and negotiation skills,

proficient in English or French, which are the working languages of the Centre.

Assets:

experience related to the provision of translation services

professional contacts in the language sector.

Independence and declaration of interests

The Director will be required to make a declaration of commitment to act independently in the public interest and to make a declaration in respect of any interests which might be considered prejudicial to his/her independence. Applicants must confirm their willingness to do so in their application.

Selection and appointment

A pre-selection panel will be set up for the selection process. This panel will invite applicants with the best profile for the specific requirements of the post to an interview, selected on the basis of their merits and the criteria set out above. Applicants shortlisted by the pre-selection panel will then be called for an interview with the European Commission’s Consultative Committee on Appointments (CCA) and will have to undergo testing by an assessment centre run by external recruitment consultants. Applicants who are shortlisted by the CCA will then be interviewed by the relevant Commissioners.

Following these interviews, the Commission will adopt a shortlist of successful applicants, which will be communicated to the Management Board of the Centre. The latter will interview the shortlisted applicants and appoint the Director from among them. Inclusion on the shortlist does not guarantee appointment. Applicants may be required to undergo further interviews and/or tests in addition to those indicated above.

Conditions of employment

The Director will be appointed as a temporary agent of the Centre at grade AD 14 pursuant to Article 2(a) of the Conditions of Employment of Other Servants of the European Union (6) for a 5-year period, which may be renewed once.

The place of employment is Luxembourg, where the Centre is based.

You have to complete your online registration in time. We strongly advise you not to wait until the last few days before applying, since heavy Internet traffic or a fault with your Internet connection could lead to the online registration being terminated before you complete it, thereby obliging you to repeat the whole process. Once the deadline for submission of applications has passed, you will not be able to apply. Late registrations via normal e-mail will not be accepted as a general rule.

You need a valid e-mail address. This will be used to confirm the creation of your file and to keep you informed about the outcome of the selection procedure. Please, inform the European Commission about any change in your e-mail address.

You will have to upload a CV in Word or PDF format and to enter, online, a motivation letter (maximum 8 000 characters) in one of the EU official and working languages.

On completion of your application, you will receive a registration number; please keep this number, since it will be used for further contacts during the selection procedure. When you receive this number, the application process is finished — it is the confirmation that you have registered your data correctly.

If you do not receive a registration number, your application has not been registered!

All subsequent communication between you and the Commission will be by post.
