extending the mandate of the Head of Mission of the European Union Capacity Building Mission in Somalia (EUCAP Somalia) (EUCAP Somalia/1/2026)
THE POLITICAL AND SECURITY COMMITTEE,
Having regard to the Treaty on European Union, and in particular Article 38, third paragraph, thereof,
Having regard to Council Decision 2012/389/CFSP of 16 July 2012 on the European Union Capacity Building Mission in Somalia (EUCAP Somalia) (1), and in particular Article 9(1) thereof,
Whereas:

Pursuant to Article 9(1) of Decision 2012/389/CFSP, the Political and Security Committee (PSC) is authorised, in accordance with Article 38, third paragraph, of the Treaty, to take the relevant decisions for the purpose of exercising the political control and strategic direction of the European Union Capacity Building Mission in Somalia (EUCAP Somalia), including the decision to appoint a Head of Mission upon a proposal of the High Representative of the Union for Foreign Affairs and Security policy (the ‘High Representative’). |

On 2 December 2025, the PSC adopted Decision (CFSP) 2025/2477 (2), extending the mandate of Mr Kęstutis LANČINSKAS as Head of Mission of EUCAP Somalia from 1 January 2026 to 30 April 2026. |

On 27 February 2026, the High Representative proposed to extend the mandate of Mr Kęstutis LANČINSKAS as Head of Mission of EUCAP Somalia from 1 May 2026 until 28 February 2027, |
HAS ADOPTED THIS DECISION:
Article 1
The mandate of Mr Kęstutis LANČINSKAS as Head of Mission of the European Union Capacity Building Mission in Somalia (EUCAP Somalia) is extended from 1 May 2026 to 28 February 2027.
Article 2
This Decision shall enter into force on the date of its adoption.
