COUNCIL DECISION (CFSP) 2025/2539
of 11 December 2025
amending Decision (CFSP) 2022/2269 on Union support for the implementation of a project ‘Promoting Responsible Innovation in Artificial Intelligence for Peace and Security’
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union, and in particular Article 28(1) and Article 31(1) thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:

On 18 November 2022, the Council adopted Decision (CFSP) 2022/2269 (1), which concerns Union support for the implementation of the project ‘Promoting Responsible Innovation in Artificial Intelligence for Peace and Security’ (the ‘project’). |

(2) |
On 17 October 2025, the implementing agency for the project, the United Nations Office for Disarmament Affairs (UNODA), requested a no-cost extension of the project until 31 March 2026. |

(3) |
The extension was requested because of substantial challenges in ensuring appropriate diversity in the implementation of the project, caused by, inter alia, an increase in difficulties in securing visas for participants from the Global South. |

(4) |
The extension will allow UNODA to finalise the objectives and activities of the project, including reinforcing the activities of the project and extending them to a region in the Global South, inter alia, through a dissemination and capacity-building activity targeted at the civilian AI and policy communities in the Global South, to be carried out in a relevant region, |
HAS ADOPTED THIS DECISION:
Article 1
In Article 5, second paragraph, of Decision (CFSP) 2022/2269, the first sentence is replaced by the following:
‘It shall expire 39 months after the conclusion of the contribution agreement referred to in Article 3(3).’.
Article 2
This Decision shall enter into force on the date of its adoption.
