amending Implementing Regulation (EU) 2022/128 as regards certain reporting requirements for communications on EAGF in an electronic form
THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2021/2116 of the European Parliament and of the Council of 2 December 2021 on the financing, management and monitoring of the common agricultural policy and repealing Regulation (EU) No 1306/2013 (1), and in particular Article 92 thereof,
Whereas:

Reporting requirements play a key role in ensuring proper monitoring and correct enforcement of legislation. However, it is important to streamline those requirements in order to ensure that they fulfil the purpose for which they were intended and to limit the administrative burden. |

Commission Implementing Regulation (EU) 2022/128 (2) lays down rules for the application of Regulation (EU) 2021/2116 as regards, inter alia the scrutiny of transactions. |

Article 48 of Implementing Regulation (EU) 2022/128 lays down rules concerning the means of submission of the control plan for scrutiny and the scrutiny report referred to in that Article. That requirement should therefore be simplified through an information system in line with the Commission’s Communication on ‘Long-term competitiveness of the EU: looking beyond 2030’ (3). |

Implementing Regulation (EU) 2022/128 should therefore be amended accordingly. |

The measures provided for in this Regulation are in accordance with the opinion of the Committee on the Agricultural Funds, |
HAS ADOPTED THIS REGULATION:
Article 1
In Article 48 of Implementing Regulation (EU) 2022/128, paragraph 2 is replaced by the following:
‘2. The information to be submitted under this Article shall be communicated in an electronic form through an information system.’
Article 2
This Regulation shall enter into force on the third day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.
