Article 1
Subject matter and scope
This Decision establishes at Union level:
the restricted zones which comprise protection and surveillance zones as well as a further restricted zone to be established by Greece in accordance with Article 21 of Delegated Regulation (EU) 2020/687, following outbreaks of sheep pox and goat pox in its territory;
the duration of the disease control measures to be applied in the protection zones, in, in the surveillance zones and in the further restricted zone in accordance with Delegated Regulation (EU) 2020/687.
Article 2
Establishment of a restricted zone
Greece shall ensure that:
a restricted zone, which comprises protection zones, surveillance zones as well as a further restricted zone, is established immediately by the competent authority of that Member State in accordance with Article 21 of Delegated Regulation (EU) 2020/687, and under the conditions laid down in that Article;
the protection, surveillance and further restricted zones referred to in point (a) comprise at least the areas listed in the Annex to this Decision;
the measures required to be applied in the protection, surveillance and further restricted zones, are applied at least until the dates listed in the Annex to this Decision.
Article 3
Measures in the restricted zone and additional emergency measures
Greece shall ensure that:
movements of sheep and goats from protection and surveillance zones to a destination located outside the external perimeter of the immediately surrounding further restricted zone and from a further restricted zone to a destination located outside the external perimeter of this further restricted zone, including destinations located in a different further restricted zone as set out in Part B of the Annex, are prohibited until the dates listed for each such protection, surveillance and further restricted zone in the Annex;
movements of sheep and goats from protection and surveillance zones to a destination located within the external perimeter of the immediately surrounding further restricted zone and from a further restricted zone to a destination located within the external perimeter of this further restricted zone, shall only be permitted under the following conditions:
they are authorised by the competent authority;
a number of randomly selected animals, either:
the animals are moved directly to a slaughterhouse located within the external perimeter of the same further restricted zone as the establishment of origin, for the purpose of immediate slaughter, until the dates listed for each such protection, surveillance and further restricted zone in the Annex;
movements of sheep and goats from those parts of the territory of Greece that are not listed in the Annex, to a destination located within the restricted zones listed in the Annex shall only be permitted if they are authorised by the competent authority and they are moved directly to a slaughterhouse, for the purpose of immediate slaughter, until the dates listed for each such restricted zone in the Annex;
the means of transport used for the movements of sheep and goats referred to in points (b) and (c) must:
comply with the requirements for the means of transport laid down in Article 24 of Delegated Regulation (EU) 2020/687;
be cleaned and disinfected before any transport of animals under the control or supervision of the competent authority;
only include sheep and goats of the same health status kept in the same establishment;
be sealed by the competent authority at the establishment of origin after the loading of the animals and unsealed by the competent authority at the place of destination;
movements of sheep and goats from the territory of Greece to a destination located outside Greece are prohibited until ►M17 31 December 2025 ◄ ;
movements of milk and dairy products of sheep and goats from protection and surveillance zones to a destination located outside the external perimeter of the immediately surrounding further restricted zone and from a further restricted zone to a destination located outside the external perimeter of this further restricted zone, shall only be permitted if they are authorised by the competent authority and:
the products have been subjected to one of the risk mitigation treatments listed in Annex VII to Delegated Regulation (EU) 2020/687;
or
the central competent authority is assessing continuously the epidemiological situation of sheep and goat pox and the related risks in the particular protection, surveillance and further restricted zones, on the basis of appropriate and continuous surveillance, taking into account any new developments of the specific epidemiological situation and the results of this assessment indicate that the risk of the spread of sheep pox and goat pox associated with such movements is negligible;
restocking of affected establishments with sheep and goats shall be prohibited.
