DECISION OF THE EEA JOINT COMMITTEE No 291/2025
of 5 December 2025
amending Annex IV (Energy) to the EEA Agreement [2026/649]
THE EEA JOINT COMMITTEE,
Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98 thereof,
Whereas:

(1) |
Commission Implementing Decision (EU) 2024/3176 of 19 December 2024 amending Implementing Decision (EU) 2022/602 as regards the recognition of the ‘International Sustainability & Carbon Certification – ISCC EU’ voluntary scheme for forest biomass, renewable fuels of non-biological origin and recycled carbon fuels (1) is to be incorporated into the EEA Agreement. |

(2) |
Commission Implementing Decision (EU) 2024/3180 of 19 December 2024 on the recognition of the ‘CertifHy’ voluntary scheme for demonstrating compliance with the requirements for renewable fuels of non-biological origin set out in Directive (EU) 2018/2001 of the European Parliament and of the Council (2) is to be incorporated into the EEA Agreement. |

Commission Implementing Decision (EU) 2024/3181 of 19 December 2024 on the recognition of the ‘Programme for the Endorsement of Forest Certification -PEFC’ voluntary scheme for demonstrating compliance with the requirements for biomass fuels set out in Directive (EU) 2018/2001 of the European Parliament and of the Council (3) is to be incorporated into the EEA Agreement. |

Commission Implementing Decision (EU) 2024/3191 of 19 December 2024 on the recognition of the ‘Sustainable Biomass Program’ voluntary scheme for demonstrating compliance with the requirements for biomass fuels set in Directive (EU) 2018/2001 of the European Parliament and of the Council, and repealing Implementing Decision (EU) 2022/1657 (4) is to be incorporated into the EEA Agreement. |

Commission Implementing Decision (EU) 2024/3194 of 19 December 2024 on the recognition of the ‘REDcert-EU’ voluntary scheme for demonstrating compliance with the requirements for biofuels, bioliquids, biomass fuels, renewable fuels of non-biological origin and recycled carbon fuels set out in Directive (EU) 2018/2001 of the European Parliament and of the Council, and repealing Commission Implementing Decision (EU) 2022/605 (5) is to be incorporated into the EEA Agreement. |

Commission Implementing Decision (EU) 2025/462 of 11 March 2025 on the recognition of the US Soybean Sustainability Assurance Protocol (‘SSAP’) voluntary scheme for demonstrating compliance with the requirements for agricultural biomass set out in Directive (EU) 2018/2001 of the European Parliament and of the Council (6) is to be incorporated into the EEA Agreement. |

(7) |
Implementing Decision (EU) 2024/3191 repeals Commission Implementing Decision (EU) 2022/1657 (7), which is incorporated into the EEA Agreement and which is consequently to be repealed under the EEA Agreement. |

(8) |
Implementing Decision (EU) 2024/3194 repeals Commission Implementing Decision (EU) 2022/605 (8), which is incorporated into the EEA Agreement and which is consequently to be repealed under the EEA Agreement. |

(9) |
Annex IV to the EEA Agreement should therefore be amended accordingly, |
HAS ADOPTED THIS DECISION:
Article 1
Annex IV to the EEA Agreement is amended as follows:

The following is added in point 41g (Commission Implementing Decision (EU) 2022/602): ‘, as amended by:

The text of point 41i (Commission Implementing Decision (EU) 2022/605) is replaced by the following: ‘ 32024 D 3194: Commission Implementing Decision (EU) 2024/3194 of 19 December 2024 on the recognition of the ‘REDcert-EU’ voluntary scheme for demonstrating compliance with the requirements for biofuels, bioliquids, biomass fuels, renewable fuels of non-biological origin and recycled carbon fuels set out in Directive (EU) 2018/2001 of the European Parliament and of the Council, and repealing Commission Implementing Decision (EU) 2022/605 (OJ L, 2024/3194, 20.12.2024).’ |

The text of point 41q (Commission Implementing Decision (EU) 2022/1657) is replaced by the following: ‘ 32024 D 3191: Commission Implementing Decision (EU) 2024/3191 of 19 December 2024 on the recognition of the ‘Sustainable Biomass Program’ voluntary scheme for demonstrating compliance with the requirements for biomass fuels set in Directive (EU) 2018/2001 of the European Parliament and of the Council, and repealing Implementing Decision (EU) 2022/1657 (OJ L, 2024/3191, 20.12.2024).’ |

The following points are inserted after point 41s (Commission Delegated Regulation (EU) 2023/1640):

Article 2
The texts of Implementing Decisions (EU) 2024/3176, (EU) 2024/3180, (EU) 2024/3181, (EU) 2024/3191, (EU) 2024/3194 and (EU) 2025/462 in the Icelandic and Norwegian languages, to be published in the EEA Supplement to the Official Journal of the European Union, shall be authentic.
Article 3
This Decision shall enter into force on 6 December 2025, provided that all the notifications under Article 103(1) of the EEA Agreement have been made (*1), or on the day of the entry into force of Decision of the EEA Joint Committee No 177/2025 of 11 July 2025 (9), whichever is the later.
Article 4
This Decision shall be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European Union.
