The Council stressed the importance of strengthening civilian CSDP support and rapidly responding to Ukraine’s growing needs as part of the Union’s wider efforts towards enhancing Ukraine’s security. The Council commended all of the work done by EUAM Ukraine, including the support for the reform of the Ukrainian security sector and integrated border management, as well as, in response to Russia’s war of aggression, the efforts made in the field of investigation and prosecution of international crimes and in re-establishing the rule of law in the liberated and adjacent territories. |
|

In its conclusions of 12 December 2023 on enlargement, recalling the Thessaloniki Agenda of 2003 and the European Council conclusions of June 2022, the Council confirmed its full and unequivocal commitment to the prospects for Union membership of the Western Balkans, Ukraine, the Republic of Moldova and Georgia, reiterating that their future lies within the Union. |
