Notice for the attention of the individuals subject to the restrictive measures provided for in Council Decision 2014/450/CFSP as implemented by Council Implementing Decisions (CFSP) 2026/1390 and by Council Implementing Decision (CFSP) 2026/1049 of 7 May 2026 implementing Decision 2014/450/CFSP concerning restrictive measures in view of the situation in Sudan, and Council Regulation (EU) No 747/2014, as implemented by Council Implementing Regulation (EU) 2026/1393 and by Council Implementing Regulation (EU) 2026/1051 of 7 May 2026 implementing Article 15(1) of Regulation (EU) No 747/2014 concerning restrictive measures in view of the situation in Sudan.

The following information is brought to the attention of Mr QUIJANO BECERRA, Alvaro Andres, DUQUE BOTERO, Mateo Andres; DAGALO MUSA, Algony Hamdan and Mrs OLIVEROS FORERO, Claudia Viviana, persons that appear in the Annex to Council Decision 2014/450/CFSP (1), as implemented by Council Implementing Decision (CFSP) 2026/1390 (2) and by Council Implementing Decision (CFSP) 2026/1049 (3) of 7 May 2026 implementing Decision 2014/450/CFSP concerning restrictive measures in view of the situation in Sudan, and in Annex I to Council Regulation (EU) No 747/2014 (4), as implemented by Council Implementing Regulation (EU) 2026/1393 (5) and by Council Implementing Regulation (EU) 2026/1051 (6) of 7 May 2026 implementing Article 15(1) of Regulation (EU) No 747/2014 concerning restrictive measures in view of the situation in Sudan.

On 28 April 2026, the United Nations Security Council (UNSC) Committee established pursuant to UNSC Resolution 1591(2005) added four persons to the list of persons subject to restrictive measures.

Further to the UN decision, the Council of the European Union has determined that those individuals should be included on the lists of persons and entities which are subject to the restrictive measures provided for in Decision 2014/450/CFSP, as implemented by Implementing Decision (CFSP) 2026/1390 and by Implementing Decision (CFSP) 2026/1049 of 7 May 2026 implementing Decision 2014/450/CFSP concerning restrictive measures in view of the situation in Sudan, and in Regulation (EU) No 747/2014, as implemented by Implementing Regulation (EU) 2026/1393 and by Implementing Regulation (EU) 2026/1051 of 7 May 2026 implementing Article 15(1) of Regulation (EU) No 747/2014 concerning restrictive measures in view of the situation in Sudan. The grounds for listing of the individuals concerned appear in the relevant entries in the Annex to Decision 2014/450/CFSP and in Annex I to Regulation (EU) No 747/2014 and are also available at United Nations Security Council (UNSC) Committee established pursuant to UNSC Resolution 1591(2005).

The attention of the individuals concerned is drawn to the possibility of making an application to the competent authorities of the relevant Member State(s) as indicated on the websites in Annex II to Council Regulation (EU) No 747/2014, in order to obtain an authorisation to use frozen funds for basic needs or specific payments (cf. Article 6 of the Regulation).

The individuals concerned may also submit at any time a request to the UN Committee established pursuant to UNSC Resolution 1591(2005), together with any supporting documentation, for the decision to include them on the UN list to be reconsidered. The attention of the individuals concerned is also drawn to the possibility of challenging the Council’s decision before the General Court of the European Union, in accordance with the conditions laid down in Article 275, second paragraph, and Article 263, fourth and sixth paragraphs, of the Treaty on the Functioning of the European Union.
