Specimen cards issued by foreign ministries of the Member States to accredited members of diplomatic missions and consular representations and members of their families, as referred to in Article 20(2) of Regulation (EU) 2016/399 of the European Parliament and of the Council of 9 March 2016 on a Union Code on the rules governing the movement of persons across borders (Schengen Borders Code) (2) are published on the basis of the information communicated by the Member States to the Commission in conformity with Article 39 of the Schengen Borders Code.

In addition to publication in the Official Journal, a regular update is available on the website of the Directorate-General for Migration and Home Affairs.

Below, the four types of Portuguese diplomatic cards:

1.   Diplomatic Identification Card - Blue Stripe

The “blue stripe” card is the identification document issued to diplomatic agents of diplomatic missions accredited in Portugal, as well as to their family members, or to other individuals to whom a diplomatic identity card is issued in accordance with the terms set out in an agreement concluded with the Portuguese Republic.

2.   Consular Identification Card - Green Stripe

The “green stripe” card is the identification document issued to career consular officers and their family members.

3.   International Organization Identification Card - Brown Stripe

The “brown stripe” card is the identification document issued to the staff of international organisations based in or represented in Portugal, to whom the Portuguese Republic has granted diplomatic status, as well as to their dependent family members.

4.   Identification Card - Grey Stripe

The “grey stripe” card is the identification document issued to administrative, technical, domestic and service staff, or equivalent personnel, of diplomatic missions, consular posts, international organisations and equivalent bodies accredited in Portugal, as well as to private service staff and their dependent family members.
