WHAT IS THE AIM OF THE AGREEMENT AND THE DECISIONS?
The agreement establishes a political dialogue between the European Union (EU) and Mongolia aiming to:
- encourage the convergence of their positions on international issues of mutual concern;
- cooperate for stability, security and respect for democracy and human rights.
Decision 2012/273/EU approves the EU’s signature of the partnership agreement.
Decision (EU) 2017/2270 approves the agreement itself.
KEY POINTS
The agreement commits the parties to comprehensive dialogue and cooperation on a number of issues including:
- political and economic matters in all relevant regional and international forums and organisations;
- the fight against serious crimes of international concern;
- countering the proliferation of weapons of mass destruction and small arms and light weapons;
- developing trade and investment between the parties to their mutual advantage;
- establishing cooperation in the area of justice, freedom and security;
- establishing cooperation in all other sectors of mutual interest, including:
- macroeconomic policy and financial services,
- taxation and customs, including good governance in the tax field,
- industrial policy and small and medium-sized enterprises (SMEs),
- information society,
- audiovisual and media,
- science and technology,
- energy,
- transport,
- education and culture,
- the environment and natural resources,
- agriculture and rural development,
- health,
- employment and social affairs,
- statistics;
- enhancing both parties’ participation in subregional and regional cooperation programmes open to the participation of the other party;
- promoting poverty eradication in the context of sustainable development and the progressive integration of Mongolia into the world economy.
Means of cooperation
- Each party will make the appropriate resources available, including financial means, to the extent that their respective resources and regulations allow, to fulfil the cooperation objectives.
- The parties will encourage the European Investment Bank to continue its operations in Mongolia, in accordance with its procedures and financing criteria.
Joint committee
A joint committee composed of representatives from both parties will:
- ensure the proper functioning and implementation of the agreement;
- set priorities in relation to the agreement’s aims;
- make recommendations for promoting the objectives of the agreement.
DATE OF ENTRY INTO FORCE
The agreement entered into force on 1 November 2017.
