By its action under Articles 278 and 279 TFEU, the applicant seeks, first, suspension of the operation of the decision of the European Union Integrated Border Management Assistance Mission in Libya (EUBAM Libya) to conclude the public contract in the call for tenders EUBAM-24-24-Security Services under the negotiated procedure without prior publication for the provision of security services and, second, an order for EUBAM Libya to initiate a new tendering procedure in line with the standard tendering procedure.
