    Decision 2013/776/EU setting up the Education, Audiovisual and Culture Executive Agency

    WHAT IS THE AIM OF THE DECISION?

    KEY POINTS

    EACEA is one of the EU’s executive agencies set up in accordance with Council Regulation (EC) No 58/2003. Like the other executive agencies, it manages EU programmes on behalf of the European Commission.

    Objectives and tasks

    EACEA is responsible for managing certain aspects of the following EU programmes:

    It also coordinates projects in the field of higher education under the following EU external cooperation budgets:

    EACEA’s management tasks include:

    • defining the conditions for funding,
    • evaluating project bids,
    • the financial management of successful projects and liaison with beneficiaries,
    • monitoring progress of projects,
    • publicising project results.

    EACEA is responsible for the management of the Eurydice network which provides analysis and comparable data on European education systems and policies.

    Structure, finance and supervision

    To manage EACEA, the Commission appoints a steering committee every 2 years and a director every 4 years.

    EACEA receives funding from the EU’s general budget and from the European Development Fund, as well as from non-EU countries participating in its programmes.

    The Commission supervises EACEA’s work. EACEA reports to it regularly on the implementation of the programmes for which it is responsible.

    FROM WHEN DOES THE DECISION APPLY?

    It has applied from 1 January 2014.

    BACKGROUND

    The decision replaces Decision 2009/336/EC and re-establishes EACEA for the period 1 January 2014-31 December 2024. Originally set up in 2006, EACEA is based in Brussels.
