Artikel 20.3

3. The representative of the Commission shall submit to the Committee a draft of the measures to be taken. The Committee shall deliver its opinion on the draft within a time limit which the chairman may lay down according to the urgency of the matter. The opinion shall be delivered by the majority laid down in Article 148(2) of the Treaty establishing the European Community in the case of decisions which the Council of the European Union is required to adopt on a proposal from the Commission. The votes of the representatives of the Member States within the Committee shall be weighted in the manner set out in that Article. The chairman shall not vote.

- hört av rådet i enlighet med artikel 213 i Romfördraget (C3- 0231/94) ((EGT nr C 106, 14.4.1994, s. 22.)),

- med beaktande av att den rättsliga grund som föreslagits är otillräcklig och bör kompletteras med artiklarna 43, 76, 87, 100, 100a och 113 i Romfördraget,

- med beaktande av artikel 58 i arbetsordningen,

- med beaktande av betänkandet från utskottet för ekonomi, valutafrågor och industripolitik och yttrandet om den rättsliga grunden från utskottet för rättsliga frågor och medborgarrätt (A4-0071/95).

Parlamentet

1. godkänner kommissionens förslag såsom ändrat av parlamentet,

2. begär att höras på nytt om rådet har för avsikt att väsentligen ändra kommissionens förslag,

3. uppdrar åt sin ordförande att vidarebefordra detta yttrande till rådet, kommissionen och medlemsstaternas parlament.
