    Appeal against the judgment of the General Court (First Chamber) of 13 September 2012 in Case T-271/12 Simov v Commission and Bulgaria by which the General Court dismissed as inadmissible the applicant’s action seeking the annulment of the Commission’s decision not to initiate infringement proceedings against Bulgaria for an alleged infringement of European Union law resulting from certain decisions taken by the national authorities concerning the national system relating to seafarers.
