RESOLUTION of the Council and of the representatives of the Governments of the Member States of the European Communities, meeting within the Council, of 19 December 1984 on road safety (84/C 341/01) THE COUNCIL OF THE EUROPEAN COMMUNITIES AND THE REPRESENTATIVES OF THE GOVERNMENTS OF THE MEMBER STATES OF THE EUROPEAN COMMUNITIES, MEETING WITHIN THE COUNCIL, Having regard to the draft from the Commission (1), Having regard to the opinion of the European Parliament (2), Having regard to the opinion of the Economic and Social Committee (3), Considering the European Parliament resolution of 13 March 1984 on the adoption a programme of Community measures to promote road safety (4); Whereas the increase in road traffic within the Community should be accompanied by stronger measures to improve road safety; Whereas, in particular, road accidents within the Community result each year in the death of approximately 50 000 people and cause injuries to over 1 500 000 other people; Whereas action should be taken at Community level in the fields for which the Community has responsibility, in order to give higher priority to road safety while avoiding duplication of work carried out at international (UN/ECE, ECMT, OECD, etc.), national or local level, affirm the importance of road safety and welcome the Commission's initiative, which complements existing national and international action; affirm the need to provide for Community action in this area; invite the Commission, in this connection, to submit proposals to the Council; note that the Commission's draft contains specific areas for action and research; undertake to ensure the rapid adoption of road-safety proposals; agree that 1986 will be declared road safety year in the Community.
