OZADJE PREDLOGA | CONTEXT OF THE PROPOSAL |
1.Pravila o finančnih prispevkih iz Evropskega sklada za prilagoditev globalizaciji (ESPG) so določena v Uredbi (EU) št. 1309/2013 Evropskega parlamenta in Sveta z dne 17. decembra 2013 o Evropskem skladu za prilagoditev globalizaciji (2014–2020) in razveljavitvi Uredbe (ES) št. 1927/2006 1 (v nadaljnjem besedilu: uredba o ESPG). | 1.The rules applicable to financial contributions from the European Globalisation Adjustment Fund (EGF) are laid down in Regulation (EU) No 1309/2013 of the European Parliament and of the Council of 17 December 2013 on the European Globalisation Adjustment Fund (2014-2020) and repealing Regulation (EC) No 1927/2006 1 (the ‘EGF Regulation’). |

4.Nizozemska je vlogo EGF/2018/001 NL/Financial service activities vložila 23. februarja 2018, tj. v dvanajstih tednih od datuma, ko so bila izpolnjena merila za pomoč iz člena 4 uredbe o ESPG. Komisija je prejem vloge potrdila na isti datum in 9. marca 2018 od Nizozemske zahtevala dodatne informacije. Dodatne informacije so bile predložene, potem ko je bil šesttedenski rok na ustrezno utemeljeno zahtevo Nizozemske podaljšan za dva tedna. Komisija mora oceno skladnosti vloge s pogoji za finančni prispevek zaključiti v 12 tednih od prejema popolne vloge; ta rok se izteče 27. julija 2018. | 4.The Netherlands submitted application EGF/2018/001 NL/Financial service activities within 12 weeks of the date on which the intervention criteria set out in Article 4 of the EGF Regulation were met, on 23 February 2018. The Commission acknowledged receipt of the application on the same day and requested additional information from the Netherlands on 9 March 2018. Such additional information was provided after an extension of the six weeks deadline by two weeks at the duly justified request of the Netherlands. The deadline of 12 weeks of the receipt of the complete application within which the Commission should finalise its assessment of the application's compliance with the conditions for providing a financial contribution expires on 27 July 2018. |

Nizozemska je vlogo vložila na podlagi meril za pomoč iz člena 4(1)(b) uredbe o ESPG, ki zahteva najmanj 500 delavcev, ki so postali presežni v referenčnem obdobju devetih mesecev v podjetjih, ki delujejo v isti gospodarski panogi na ravni oddelka NACE Revizija 2 in se nahajajo v eni ali dveh sosednjih regijah na ravni NUTS 2 v državi članici. V regiji NL21 – Overijssel na ravni NUTS 2 je bilo 610 presežnih delavcev. Devetmesečno referenčno obdobje za vlogo traja od 24. marca 2017 do 24. decembra 2017. | The Netherlands submitted the application under the intervention criteria of Article 4(1)(b) of the EGF regulation, which requires at least 500 workers being made redundant over a reference period of nine months in enterprises operating in the same economic sector defined at NACE Revision 2 Division and located in one or two contiguous regions defined at NUTS 2 level in a Member State. There were 610 redundancies in the NUTS level 2 region NL21 - Overijssel. The reference period of nine months for the application runs from 24 March 2017 to 24 December 2017. |

8.Da bi Nizozemska dokazala povezavo med nastopom presežnosti ter svetovno finančno in gospodarsko krizo, kot je obravnavana v Uredbi (ES) št. 546/2009, trdi, da je finančna in gospodarska kriza resno vplivala na storitve in delovanje nizozemskih bank 7 8 9 . | 8.In order to establish the link between the redundancies and the global financial and economic crisis addressed in Regulation (EC) No 546/2009, the Netherlands argues that the financial and economic crisis had serious impact on the services and functioning of the Dutch banks 7 8 9 . |
9.Nizka obrestna mera, ki je bila uvedena kot odziv na finančno krizo, strožji regulativni pogoji, znatno zmanjševanje hipotekarnega trga in zagotavljanja kreditov za mala in srednja podjetja (MSP) so privedli do manjše donosnosti in povzročili nujno potrebo po zmanjšanju stroškov. Poročilo o državi za leto 2018, ki ga je pripravila Komisija, potrjuje nizke obrestne mere, zmanjševanje posojil za MSP in zadolženost zasebnih gospodinjstev na Nizozemskem 10 . | 9.The low interest rate environment, introduced as a response to the financial crisis, the stricter regulatory conditions, the substantial decline of the mortgage market and in the credit provision for small and medium sized enterprises (SMEs) caused falling profitability and created an urgent need for reduction of costs. The Commission 2018 country report confirms the low interest rates, the decline in SME lending and the indebtedness of the private households in the Netherlands 10 . |
10.Hipotekarni trg je med letoma 2006 in 2015 11 doživel opazen padec. Od leta 2016 je rahlo okreval, čeprav so ravni še vedno precej nižje kot pred finančno in gospodarsko krizo. As from 2016 there is a slight recovery, although the levels are still much lower than before the financial economic crisis. The growth rate of annual new mortgages is almost zero now; while it was growing by 4-5% per year, before the 2008 crisis. The entry of new players -such as pension funds and insurers- further added to the decline of the mortgage business for banks. |

12.Zaradi tega so banke okrnile svoje osebje, predvsem z zaprtjem regionalnih podružnic in s preoblikovanjem v spletno bančništvo. V letih 2004–2014 13 je bila zaprta polovica podružnic, ta trend pa še traja. Večina odpuščenih oseb je neposredno delala s strankami in je opravljala z njimi povezane administrativne zadeve. | 12.As a result banks reduced their staff, mainly by closing of regional branch offices and transforming towards online banking. Half of the branch offices disappeared in 2004-2014 13 and the trend is still going on. Most of the dismissed persons are those who dealt directly with the clients and who were engaged in related administration. |

14.Nizke obrestne mere (nizke obrestne marže) so neposredno in negativno vplivale na donosnost bank. Zato se število zaposlenih v vseh bankah stalno zmanjšuje. | 14.Low interest rates (low interest margins) had a direct and negative impact on the profitability of the banks. Restoring profitability is mainly achieved by reduction of cost, by closing of regional branches and automation, in order to stay in business. As a result, the number of employees is steadily decreasing in all banks. |
15.Število presežnih delavcev v nizozemskem bančnem sektorju se je med aprilom 2016 in aprilom 2017 povečalo za 8,6 %, medtem ko se je povprečno število presežnih delavcev po sektorjih zmanjšalo za 12,8 % 14 . Rabobank je leta 2004 imela 1 434 podružnic; v letu 2014 jih je ostalo le 566 (–60 %). ABN-AMRO je v istem obdobju zaprla 427 svojih poslovalnic (–57 %) 15 . Volksbank (SNS) je v obdobju 2004–2014 zaprla 14 % svojih regionalnih poslovalnic. Zapiranje regionalnih poslovalnic je bilo najintenzivnejše v Friziji, Drentheju in Overijsslu. Ker ING nikoli ni imela toliko regionalnih poslovalnic kot druge banke (276), jih ni zapirala, ampak je zmanjšala število zaposlenih v obstoječih poslovalnicah. | 15.The number of redundancies in the Dutch banking sector increased between April 2016 and April 2017 by 8,6 %, while the average number of redundancies across sectors decreased by 12,8 % 14 . Rabobank had 1 434 branch offices in 2004; in 2014 only 566 were left (-60 %). ABN-AMRO closed 427 of their offices in the same period (-57 %) 15 . The Volksbank (SNS) closed 14 % of its regional offices in 2004-2014. The diminishing of regional offices has been the strongest in Friesland, Drenthe and Overijssel. 18.Število prejemnikov denarnega nadomestila za brezposelnost v sektorju, se je v obdobju 2008–2015 21 22 več kot potrojilo, leta 2016 pa se je število ljudi iz bančnega sektorja, ki je zaprosilo za denarno nadomestilo za brezposelnost, v primerjavi z letom 2015 povečalo za 27,7 %, kar je posledica reorganizacije sektorja. Poleg tega je bil bančni sektor leta 2016 edini sektor, v katerem se je zaposlovanje zmanjšalo; vsi drugi sektorji so zabeležili manj novih prejemnikov denarnih nadomestil za brezposelnost. | 18.The number of people on unemployment benefits in the sector has more than tripled over the period 2008 - 2015 21 22 and in 2016 the number of people from the banking sector that applied for an unemployment benefit rose by 27,7 %, compared to 2015, as a consequence of the reorganisation of the sector. Moreover, the banking sector was the only sector where employment declined in 2016; all other sectors counted less new unemployment benefits. |
19.Zmanjšanje je v glavnem prizadelo osebje z nizko ali povprečno ravnijo izobrazbe, kot so administrativno osebje in receptorji. Možnosti na trgu dela za te vrste funkcij je šibka. The labour market perspective for these types of functions is weak. In the banking sector women have mainly held the lower and middle level functions; therefore more women are unemployed (55 %) than men (45%). 45 % of the unemployed in the banking sector are 55 years or older. |

20.Presežnost v bančništvu predstavlja še zlasti velik izziv v treh zadevnih pokrajinah 23 . Stopnja brezposelnosti v vseh treh regijah je višja od nacionalnega povprečja 5,4 %. V Friziji znaša 10,8 % 24 , v Drentheju 7 % 25 in v Overijsslu 6,3 % 26 . Na splošno je novo zaposlitev v enem letu po odpuščanju lahko našlo 66 % ljudi. V bančnem sektorju pa je novo zaposlitev v enem letu našlo samo 39 % ljudi 27 . | 20.The redundancy in banking is particularly challenging to the three concerned provinces 23 . Unemployment is higher in all the three regions than the 5,4 % national average. In Friesland it is 10,8 % 24 , in Drenthe 7% 25 and in Overijssel it is 6,3 % 26 . In general 66 % of the people could find a new job within one year from their dismissal. In the banking sector only 39 % of the people found a new job within a year 27 . |
21.Po mnenju nizozemske agencije za zavarovanje zaposlenih (UWV) so možnosti teh oseb, da najdejo drugo zaposlitev v istem sektorju, neugodne, saj se zaposlovanje v sektorju po pričakovanjih ne bo povečalo. Glede na napovedi se bo v letu 2018 zaposlenost v sektorju še dodatno zmanjšala 28 . | 21.According to the Dutch Employment Insurance Agency (UWV) the prospects of these people to find another job in the same sector are bleak, as the employment in the sector is not expected to recover. According to the forecasts, there will be another decline in employment in the sector in 2018 28 . |

24.Pričakovani učinek presežnosti na prizadetih območjih je povezan s težavami pri prerazporeditvi znotraj istega sektorja. UWV ljudem v bančnem sektorju v teh treh pokrajinah svetuje, naj razmislijo o spremembi poklica, sektorja ali regije 31 32 .. Zadevne tri regije niso tako industrializirane in raznovrstne kot druge regije na Nizozemskem, večina podjetij je MSP 33 . Obstajajo pa nove možnosti zaposlitve na področju zdravstva, IKT, logistike, finančnega nadzora in drugih sektorjev. | 24.Expected impact of the redundancies in the affected territories is linked to the difficulties of redeployment within the same sector. The UWV advises people in the banking sector in these three provinces to look into changing profession, sector or region 31 32 .. The three regions concerned are not so industrialised and diversified as other regions in the Netherlands, most of the companies are SMEs 33 .. However there are new job opportunities in health, ICT, logistics, financial controlling and other sectors. |
25.Med 1 324 odpuščenimi delavci so ranljive skupine delavcev; pisarniško osebje/prodajalci (52 % delavcev v vlogi), ženske (59 %) in starejši od 55 let (27 %). Polovica odpuščenih delavcev je delala na strokovnih/tehničnih delovnih mestih. Zato je pomembno podpreti hitro ponovno vključitev odpuščenih delavcev na trg dela, saj bodo sami težko našli novo zaposlitev. | 25.There are vulnerable groups within the 1 324 dismissed workers; clerical/sales staff (52 % in the application), women (59 %) and elderly over 55 years old (27 %). Half of the dismissed worked in professional/technical jobs. Therefore it is important to support a quick reintegration of the dismissed workers into the labour market, as it will be difficult for them to find a new job on their own. |

Vloga izpolnjuje zahteve za določitev finančnega prispevka iz ESPG, kakor je določeno v členu 13 Uredbe (EU) št. 1309/2013. | (3)On 23 February 2018 the Netherlands submitted an application to mobilise the EGF, in respect of redundancies in the economic sector classified under the Statistical classification of economic activities in the European Community ('NACE') Revision 2 Division the NACE Revision 2 Division 64 (Financial service activities, except insurance and pension funding) in the Nomenclature of Territorial Units for Statistics ('NUTS') 40 level 2 regions of NL 12 - Friesland, NL 13 - Drenthe and NL 21 - Overijssel in the Netherlands. It was supplemented by additional information provided in accordance with Article 8(3) of Regulation (EU) No 1309/2013. That application complies with the requirements for determining a financial contribution from the EGF as laid down in Article 13 of Regulation (EU) No 1309/2013. |
