A. | ker je Afriški rog ena od regij z najbolj nezanesljivo preskrbo s hrano na svetu in so milijoni ljudi, ki živijo na tem območju, podhranjeni in jim grozi lakota; ker so na tem geografskem območju tudi države z najnižjimi zdravstvenimi standardi na svetu; ker gre prav tako za eno od regij z največjo revščino in najslabšim upravljanjem na svetu; ker sta razlog za hude humanitarne krize v regiji predvsem negotova varnost ljudi in nezanesljiva preskrba s hrano; ker mednarodni skupnosti ni uspelo sprejeti preprečevalnih ukrepov, s katerimi bi obravnavali vprašanja varnosti ljudi, suše in lakote v regiji; | A. | whereas the Horn of Africa is one of the most food-insecure regions in the world and millions of people living in the region are undernourished and at risk of famine; whereas this geographical region includes countries which are among those with the lowest health standards in the world; whereas it is also one of the world’s poorest regions and one of those most lacking in governance; whereas human insecurity and food insecurity in particular compound acute humanitarian crises in the region; whereas the international community has failed to take preventive steps to address the issues of human security, drought and famine there; |

R. | ker sta se 20. avgusta 2012 na Afriškem rogu zgodila dva dogodka, ki sta zelo pomembna za to regijo: umrl je etiopski premier Meles Zenawi, v Somaliji pa so prvič po več kot dveh desetletjih formalno oblikovali parlament; ker sta zaprisega novega parlamenta in izvolitev novega somalijskega predsednika Hasana Šejka Mohamuda dne 10. septembra 2012 predstavljali zgodovinski trenutek in pomemben korak v smeri izboljšanja miru in varnosti ter dokazali, da razmere v Somaliji niso nepopravljive; | R. | whereas two events of great significant for the region took place on 20 August 2012: firstly, the death of the Prime Minister of Ethiopia, Meles Zenawi, and secondly, the establishment of the first formal parliament in Somalia in more than two decades; whereas the swearing-in of a new Parliament and the election of a new President of Somalia, Hassan Sheikh Mohamud, on 10 September 2012 represented a historic moment and an important step towards improving peace and security, demonstrating that the situation in Somalia is not irreversible; |
