Subject: Asylum protocol

Would the protocol which restricts EU citizen's access to apply for asylum in other EU countries, adopted at the Amsterdam Summit, be suspended if an internal conflict or a conflict between two states or more were to take place involving European Union countries?

Joint answer to Written Questions E-2568/97 and E-2569/97 (7 November 1997)

The Council considers it inappropriate at this stage to interpret the protocol in question, given that the Treaty of which the protocol forms part has not yet entered into force.
