Decision on the common position adopted by the Council with a view to adopting a European Parliament and Council Decision adopting an action plan to combat cancer within the framework for action in the field of public health (1996-2000) (C4-0274/95 - 94/0105(COD))

The European Parliament,

- having regard to the common position of the Council, C4-0274/95 - 94/0105(COD),

- having regard to its opinion at first reading ((OJ C 68, 20.3.1995, p. 17.)) on the Commission proposal to Parliament and the Council COM(94)0083 ((OJ C 139, 21.5.1994, p. 12.)),

- having regard to amended Commission proposal COM(95)0131 ((OJ C 143, 9.6.1995 p. 16.)),

- having regard to Article 189b(2) of the EC Treaty,

- having regard to Rule 72 of its Rules of Procedure,

- having regard to the recommendation for second reading of the Committee on the Environment, Public Health and Consumer Protection (A4-0226/95),

1. Amends the common position as follows;

2. Calls on the Commission to support Parliament's amendments in the opinion it is required to deliver pursuant to Article 189b(2)(d) of the EC Treaty;

3. Calls on the Council to approve all Parliament's amendments, amend its common position accordingly and definitively adopt the act;

4. Instructs its President to forward this decision to the Council and the Commission.

(10) Whereas, by ensuring wider dissemination of knowledge of the causes of cancer and of its prevention, by ensuring improved comparability and dissemination of information on these subjects, and by developing complementary actions especially in health education, this plan will contribute to the achievement of the Community objectives set out in Article 129 of the Treaty;

The essential objective is to establish a cooperation network linking the Commission and the national committees so as to ensure that Community action serves as a catalyst for the action of the Member States in combating cancer.

1a. The Commission shall cooperate with a high-level committee of experts made up of persons eminent in the field and designated by the Member States.
