    Initiative summary:
    As announced in its Communication on achieving the European Education Area by 2025, the Commission plans to launch the ‘Pathways to School Success’ initiative, aimed at promoting better educational outcomes for all young Europeans, in particular by reducing underachievement in basic skills and early leaving from education and training and by promoting completion of upper secondary education. It will lead to a proposal for a Council Recommendation, with a special focus on groups at risk.
