ARTICLE 2 THIS REGULATION SHALL ENTER INTO FORCE ON 1 JANUARY 1981 . THIS REGULATION SHALL BE BINDING IN ITS ENTIRETY AND DIRECTLY APPLICABLE IN ALL MEMBER STATES .
