A4-0035/96 Proposal for a Council Regulation amending Regulation (EEC) No 2075/92 on the common organization of the market in raw tobacco, and fixing the guarantee thresholds for leaf tobacco by group of tobacco varieties for the 1996 and 1997 harvests (COM(95)0592 - C4-0029/96 - 95/0296(CNS)) The proposal was approved with the following amendment: (Amendment 1) ARTICLE 2(2) Article 9(5), second subparagraph (Regulation (EEC) No 2075/92) >Original text> Without prejudice to the application of paragraph 3 above, a reduction of one tonne in the threshold quantity for one group of varieties shall give rise to an increase of one tonne in the other group of varieties. >Text following EP vote> Deleted (Amendment 2) ARTICLE 2(2) Article 9(5), third subparagraph (Regulation (EEC) No 2075/92) >Original text> Transfer of guarantee threshold quantities from one group of varieties to another shall not give rise to additional expenditure for the EAGGF. >Text following EP vote> Transfer of guarantee threshold quantities from one group of varieties to another shall not give rise to additional expenditure for the EAGGF of more than 5% compared with the preceding year. Legislative resolution embodying Parliament's opinion on the proposal for a Council Regulation amending Regulation (EEC) No 2075/92 on the common organization of the market in raw tobacco, and fixing the guarantee thresholds for leaf tobacco by group of tobacco varieties for the 1996 and 1997 harvests (COM(95)0592 - C4-0029/96 - 95/0296(CNS)) (Consultation procedure) The European Parliament, - having regard to the Commission proposal to the Council, COM(95)0592 - 95/0296(CNS) ((OJ C 30, 3.2.1996, p. 6.)), - having been consulted by the Council pursuant to Articles 42 and 43 of the EC Treaty (C4-0029/96), - having regard to Rule 58 of its Rules of Procedure, - having regard to the report of the Committee on Agriculture and Rural Development and the opinion of the Committee on Budgets (A4-0035/96), 1. Approves the Commission proposal subject to Parliament's amendments; 2. Calls on the Council to notify Parliament should it intend to depart from the text approved by Parliament; 3. Asks to be consulted again should the Council intend to make substantial modifications to the Commission's proposal; 4. Instructs its President to forward this opinion to the Council and Commission.
