    The Chancellery of the European Citizens’ Prize held its constituent meeting on 17 March with Mr Jerzy BUZEK, President of the European Parliament, in the chair.

    At that meeting the following list of prize winners for 2010 was drawn up.

    The prizes will be awarded at public award ceremonies held near the recipients’ respective places of residence, and will be presented by the President of the European Parliament, one of the Vice-Presidents or any other Member duly mandated by the President of the European Parliament.

    By the pre-closure notice published in the OJ C 353, 28.12.2010, p. 17 regarding multiple complaints on collective rights management in Spain, (reference No CHAP/2010/00310) complainants were informed of the result of the Commission's examination of their complaints and of its intention to proceed with the closure of the dossier.

    Given the absence of a response from the complainants within the indicated period of 30 days from the publication of the pre-closure notice, the Commission hereby confirms that their complaints were closed on the date of publication of this notice.

    Objective of aid: Using modern information technologies makes it easier for farmers to manage their aid applications and is a prerequisite for effective administrative enforcement. In 2011 nine Offices for Food, Agriculture and Forestry will therefore take part in a pilot project with the aim of submitting applications exclusively via MFA-Online. In the pilot project as high a proportion of applications as possible should be submitted electronically, so as to gain experience and know-how for universal coverage in the future. But many farmers are not yet familiar with MFA-Online because they have not yet used or do not yet know the system. Service providers should help farmers to apply online. The service providers’ costs and services should at least in part be reimbursed.

    aid for investment in agricultural holdings (Article 4 of Regulation (EC) No 1857/2006)

    aid for the conservation of traditional landscapes and buildings (Article 5)

    aid towards the payment of insurance premiums (Article 12)

    aid to encourage the production of quality agricultural products (Article 14)

    Other information: The purpose of paying a proportion of the expenditure on insurance premiums is to encourage agricultural producers to insure themselves against potential losses due to natural disasters or adverse weather conditions, as well as losses due to disease in animals, whilst taking responsibility for reducing risk in the area of plant production and livestock farming.

    The draft Uredba meets the requirements of Commission Regulation (EC) No 1857/2006 on aid towards the payment of insurance premiums and the general provisions applicable (steps preceding grant of aid, cumulation, transparency and monitoring of aid).

    costs related to education and training of farmers and farm workers (rent of premises, fees for lecturers and other material costs of organising training),

    costs related to the organisation of, and participation in, forums to share knowledge between agricultural holdings, competitions, exhibitions and fairs (participation fees, costs of publications, travel expenses, the rent of exhibition premises),

    the costs of publications such as presentations, catalogues or websites presenting factual information about producers from a given region or producers of a given product, provided that the information and presentations are neutral and that all producers concerned have equal opportunities to be represented in the publication.

    The area covered by the application is in the province of Friesland and in territorial waters and is bounded by:

    the line defined in the annex to the Mining Act (Mijnbouwwet), from the intersection referred to in ‘c’ to vertex B;

    (b)

    then the straight lines between vertex pairs B-C, C-D and D-E;

    (c)

    then the straight line running from vertex E to vertex A up to the intersection with the line defined in the annex to the Mining Act.

The criteria, conditions and requirements referred to in Articles 5(1), 5(2) and 6(2) of the abovementioned Directive are set out in the Mining Act (Bulletin of Acts and Decrees 2002, No 542).
