The Chancellery of the European Citizens’ Prize held its constituent meeting on 17 March with Mr Jerzy BUZEK, President of the European Parliament, in the chair.

At that meeting the following list of prize winners for 2010 was drawn up.

The prizes will be awarded at public award ceremonies held near the recipients’ respective places of residence, and will be presented by the President of the European Parliament, one of the Vice-Presidents or any other Member duly mandated by the President of the European Parliament.

Objective of aid: Using modern information technologies makes it easier for farmers to manage their aid applications and is a prerequisite for effective administrative enforcement. In 2011 nine Offices for Food, Agriculture and Forestry will therefore take part in a pilot project with the aim of submitting applications exclusively via MFA-Online. In the pilot project as high a proportion of applications as possible should be submitted electronically, so as to gain experience and know-how for universal coverage in the future. But many farmers are not yet familiar with MFA-Online because they have not yet used or do not yet know the system. Service providers should help farmers to apply online. The service providers’ costs and services should at least in part be reimbursed.

Support for events targeted at experts and for professional and interest-group based networks: up to 70 % of the eligible costs defined in the fourth paragraph of Article 4 of the Uredba o spremembah in dopolnitvah Uredbe o ukrepih kmetijske strukturne politike in kmetijske politike razvoja podeželja. The proportion of aid granted from all public sources together may cover 100 % of eligible costs.

—	costs related to the organisation of, and participation in, forums to share knowledge between agricultural holdings, competitions, exhibitions and fairs (participation fees, costs of publications, travel expenses, the rent of exhibition premises),

—

the costs of publications such as presentations, catalogues or websites presenting factual information about producers from a given region or producers of a given product, provided that the information and presentations are neutral and that all producers concerned have equal opportunities to be represented in the publication.

Communication from the Minister for Economic Affairs, Agriculture and Innovation of the Kingdom of the Netherlands pursuant to Article 3(2) of Directive 94/22/EC of the European Parliament and of the Council on the conditions for granting and using authorisations for the prospection, exploration and production of hydrocarbons

The Minister for Economic Affairs, Agriculture and Innovation hereby gives notice that an application has been received for authorisation to prospect for hydrocarbons in an area known as Terschelling-Noord.

The area covered by the application is in the province of Friesland and in territorial waters and is bounded by:

(a)	the line defined in the annex to the Mining Act (Mijnbouwwet), from the intersection referred to in ‘c’ to vertex B;

(b)	then the straight lines between vertex pairs B-C, C-D and D-E;

(c)	then the straight line running from vertex E to vertex A up to the intersection with the line defined in the annex to the Mining Act.

The coordinates of the vertices referred to are as follows:

The above vertices are defined by their geographical coordinates, calculated according to the National Triangulation System (RD, Rijks Driehoeksmeting).

On the basis of this description of the area, the surface area is 23,48 km2.

With reference to the Directive mentioned in the introduction and Article 15 of the Mining Act (Bulletin of Acts and Decrees (Staatsblad) 2002, No 542), the Minister for Economic Affairs, Agriculture and Innovation hereby invites interested parties to submit a competing application for authorisation to prospect for hydrocarbons in the area bounded by the above vertices and coordinates.

The Minister for Economic Affairs, Agriculture and Innovation is the competent authority for the granting of authorisations. The criteria, conditions and requirements referred to in Articles 5(1), 5(2) and 6(2) of the abovementioned Directive are set out in the Mining Act (Bulletin of Acts and Decrees 2002, No 542).

Applications may be submitted during the 13 weeks following the publication of this notice in the Official Journal of the European Union and should be sent to:

The Minister for Economic Affairs, Agriculture and Innovation hereby gives notice that an application has been received for authorisation to prospect for hydrocarbons in a segment of block K1 as indicated on the map attached as Annex 3 to the Mining Regulation (Mijnbouwregeling) (Government Gazette (Staatscourant) 2002, No 245). The area in question is to be designated block segment K1c.

With reference to the Directive mentioned in the introduction and Article 15 of the Mining Act (Mijnbouwwet) (Bulletin of Acts and Decrees (Staatsblad) 2002, No 542), the Minister for Economic Affairs, Agriculture and Innovation hereby invites interested parties to submit a competing application for authorisation to prospect for hydrocarbons in block segment K1c of the Dutch continental shelf.

Block segment K1c is delimited by the parallel arcs between vertex pairs A-B, C-D, E-F and G-H, the meridian arcs between vertex pairs B-C, D-E and A-H and the great circle between vertices F and G.

The coordinates of the vertices are as follows:

The Minister for Economic Affairs, Agriculture and Innovation is the competent authority for the granting of authorisations. The criteria, conditions and requirements referred to in Articles 5(1), 5(2) and 6(2) of the abovementioned Directive are set out in the Mining Act (Bulletin of Acts and Decrees 2002, No 542).
