4.1   Name: ‘Isle of Man Manx Loaghtan Lamb’

4.2   Description: Isle of Man Manx Loaghtan Lamb is the name given to meat from pure bred Manx Loaghtan sheep, registered with the Breed Society, which have been born, raised and slaughtered on the Isle of Man. The meat is fine grained, less fatty and darker than meat from more commercial breeds. It has a distinct, gamey flavour. Dressed carcase weights range from 13 kg at 6 months to 18 kg at 15 months.

4.3   Geographical area: The Isle of Man.

4.4   Proof of origin: The breed is thought to have been descended from those introduced in prehistoric times, from the flocks of the native Celts, or from flocks brought to the island by the Vikings.

Sheep farming has been long established on the island. One of the earliest written records shows that in the year 1376 Irish invaders defeated Manxmen in a battle and seized large numbers of sheep from Rushen Abbey. Subsequent historical references refer to the breed with respect to both its wool and meat. For example, in 1794 Basil Quayle writes that ‘the ancient flocks are small and hardy, their usual weight is from five to eight pounds a quarter, the meat being particularly good’.

At the end of the 18th century a decline in the Manx Loaghtan breed was linked to social and economic factors, however, a revival came over the course of the 20th century as popularity of the breed increased as sheep farmers on the island recognised how adaptable the native breed is to the unique climate and geography of the Island. This renewed interest in the breed has been mirrored by consumers.

To comply with the Sheep and Goats Identification Order 2000, all sheep sent to the meat plant must be marked with a designated flockmark and accompanied by documentation which provides information which identifies the holding of departure, the date of movement and number of animals. It also records flockmarks, or individual identification numbers, which have previously been applied to each animal and is then signed by the owner or agent. It is possible for the origin of each carcase to be traced at the destination by reference to these labels.

In addition the Breed Society issues tags to the registered producers which are then attached to the sheep. The sheep are sent to the abbatoir with their tags intact, a list of tag numbers accompanies them. After slaughter, a ticket, with the original tag number is attached to the carcase by the Government meat grader. The carcase is then delivered to the customer with details of the registered producers tag number.

Audit procedures provide 100 % traceability.

4.5   Method of production: On the Isle of Man, Manx Loaghtans are reared on farms practising traditional forms of husbandry. Loaghtans thrive on poorer land, which has been basically left to nature — unimproved pasture, gorse and bracken scrub, and heather moorland and are markedly different in size and conformation from the same breed of sheep reared on fertilised, lowland grass pastures in the UK. In the early months of the year, feed supplements may be fed, with preferences given to the use of locally produced grain. Manx Loaghtans are very hardy and thrive in the damp, maritime climate of the Isle of Man where, although the mean winter temperatures are not extreme, gale force winds are common throughout the year. Lambing is unassisted by human intervention and takes place between February and May.

The Breed Society issues tags to the registered producers which are then attached to the sheep. The sheep are sent to the abattoir with their tags intact, a list of tag numbers accompanies them. After slaughter, a ticket, with the original tag number is attached to the carcase by the Government meat grader. The carcase is then delivered to the customer with details of the registered producers tag number.

The lambs are slaughtered at between 6-15 months of age. It is required to take place at the EU approved, abattoir on the island. The abattoir is government owned but run by a producer cooperative, The Fatstock Marketing Association. In view of the small geographical size of the Isle of Man, no animal is further than 30 minutes travelling time from the abattoir.

Carcass hanging time is a minimum of one week at the abattoir. Marketing takes place via the Manx Loaghtan Marketing Cooperative Ltd. Manx Loaghtan Lamb is sold as whole carcass to local wholesalers and also exported.

The animals are reared in the traditional way on farms being extensively grazed on the characteristic island vegetation of unimproved pasture, gorse and bracken scrub, and heather moorland. The long tradition of sheep farming on the island has led to high standards of flock management and the production of lambs of a high quality.

4.8   Labelling: The approved PDO symbol will be used at point of sale and on any packaging containing the product.

In recognition of the fact that Manx Loaghtan Lamb is being produced off the island the applicants confirm that use of that term on the packaging/labelling of that product can continue provided that the lamb being marketed by producers off the island derives from pure bred Manx Loaghtan sheep and that the origin of that product is clearly shown.

4.1.   Name: ‘Batata de Trás-os-Montes’

4.2.   Description: The Batata de Trás-os-Montes is a tuber of Solanum tuberosum L., a plant of the Solanaceae family, commonly known as the potato plant, grown under the special agri-environmental conditions found in the mountains and valleys of Trás-os-Montes. The cultivars used are: Desiree, Kennebec, Jaerla and Atlantic. Its shape is roughly cylindrical and tends to vary depending on the variety, but is homogeneous within each variety and batch. The skin consists of a layer of suberised cells, light in colour, i.e. from dirty white to a reddish chestnut. When cut, it has a moist, yellowish-white and perfectly even appearance, without eyes. The outside has a suberised layer, almost always slightly darker (light pink or reddish) than the inside. Thanks to the agri-environmental conditions found in Trás-os-Montes, in particular the warmth provided by well manured and hoed soils, the Batata de Trás-os-Montes has a pleasant, very typical and slightly sweet taste, a similarly pleasant earthy smell and, compared with other potatoes, an uncommonly high starch content, which averages 78 % in the dry matter.

4.3.   Geographical area: As a result of its requirements in terms of soil and climate, its organoleptic characteristics and the varieties used, the know-how of the people and the local methods which have always been followed conscientiously, the geographical area of production, processing and packing of the Batata de Trás-os-Montes is naturally bounded by the mountains and valleys of Trás-os-Montes, comprising the municipalities of Boticas, Bragança, Chaves, Macedo de Cavaleiros, Montalegre, Valpaços, Vila Pouca de Aguiar and Vinhais, the parishes of Carvas, Fiolhoso, Jou, Palheiros, Valongo de Milhais and Vilares in the municipality of Murça, the parishes of Pópulo, Ribalonga and Vila Verde in the municipality of Alijó, the parishes of Aguieiras, Bouça, Fradizela, S. Pedro Velho, Torre de D. Chama, Vale de Gouvinhas and Vale de Telhas in the municipality of Mirandela, the parishes of Agrobom, Gebelim, Pombal, Saldonha, Sambade, Soeima and Vales in the municipality of Alfândega da Fé, and the parishes of Argozelo, Carção, Matela, Pinelo and Santulhão in the municipality of Vimioso.

4.4.   Proof of origin: In addition to the flavour, which is linked to the region, the entire production process is subject to a special system of checks, culminating in the placing of the certification mark on the packaging, thereby allowing the product to be fully traceable; thanks to grower and packing station registers it is possible at any moment to establish the origin and variety of the potatoes and the quantities concerned, the type of packaging used, the numbers on the certification marks, and the destination of the packaging.

4.5.   Method of production: The method of production has not changed substantially over time. Potato-growing — practised for a maximum of three consecutive years on the same parcel — may be extensive (in which case the potatoes are grown in rotation with cereals or other annual crops) or intensive (i.e. market gardening in rotation with vegetables or maize). A key operation is the manuring of the soil in the winter. This involves the use of natural organic material, a practice which is typical of the region and, together with the making of furrows and the spacing used (60 × 40 cm), contributes decisively to the organoleptic and chemical characteristics of the product. The concentration, market preparation and packing of the product must take place in the region of origin in order to allow control and complete traceability and provide the consumer with a genuine product whose origin can be guaranteed.

4.6.   Link: Together with the cultivation methods used, ripening, picking and storage conditions, the climate of the region gives the tuber a sweet taste, which stems from its exceptional sugar/starch content, and an ideal texture for absorbing the sauce of fatty meats (pork), the latter being a mainstay of cooking in the region. These characteristics have given the product a unique fame and reputation and enabled it to survive over the generations, thus contributing to the sustainability of family farms in the region. Expert writings dating back to the end of the 18th century provide proof of the economic and social and cultural importance of the product, its reputation and long history.

4.1.   Name: ‘Geraardsbergse mattentaart’

4.2.   Description: ‘Matten’ tarts are small round tartlets measuring 8 cm to 10 cm in diameter. They are made of flaky pastry, filled with ‘matten’ paste [cheese curd], brown in colour and with a dark brown crust.

4.3.   Geographical area: The production area comprises the town of Geraardsbergen (which, apart from the centre of Geraardsbergen, also covers the following districts: Goeferdinge, Grimminge, Idegem, Moerbeke, Nederboelare, Nieuwenhove, Onkerzele, Ophasselt, Overboelare, Schendelbeke, Smeerebbe-Vloerzegem, Viane, Waarbeke, Zandbergen and Zarlardinge) and the adjacent municipality of Lierde (which includes Deftinge, Hemelveerdegem, Sint-Maria-Lierde and Sint-Martens-Lierde).

4.4.   Proof of origin: The ‘matten’ are produced on farms in the geographical area described above. The farms are listed in a register kept by the Broederschap. Copies of the registrations and amendments to the register are sent to the relevant inspection body. The ‘matten’ are farmhouse dairy products which have to meet the requirements of the Royal Decree of 10 January 2001, under which the milk used to produce the ‘matten’ must originate from the farm producing them. The farms must also comply with the HACCP standards. The tarts are sold directly by the farmer to the baker.

The Geraardsbergse mattentaart bakers are listed in a second register kept by the Broederschap. Here, too, copies of the registrations and amendments to the register are sent to the relevant inspection body. The bakers buy the tarts direct from the registered farms and keep a purchase record.

The final seller will always be able to prove that the Geraardsbergse mattentaarten come from a registered baker.

4.5.   Method of production: The production method must be fully in accordance with the product file. The ‘matten’ are made using fresh raw milk, farmhouse buttermilk and possibly a little vinegar. The raw milk must originate from the farms in the geographical area. The ‘matten’ must be prepared on the farms. Geraardsbergse mattentaart comprises finely-ground ‘matten’, eggs, sugar, possibly almond extract and flaky pastry. Geraardsbergse mattentaart must be prepared only by bakers within the specified geographical area.

Only the actual baking does not have to be done within the geographical area: it is possible to send the finished but unbaked and deep-frozen Geraardsbergse mattentaarten to bakers or specialist outlets outside the geographical area where they can be baked in ovens for consumption.

4.6.   Link: Geraardsbergse mattentaart can boast several centuries of history and tradition.

Back in the 17th century ‘matten’ were already being made into tarts in the area, as old invoices show.

Inter alia the following also demonstrate the fame and reputation of Geraardsbergse mattentaart:

Geraardsbergse mattentaart was an eye-catcher at an exhibition and sale of regional products organised by the city of Brussels in 1966.

Since 1980, the Broederschap van de Geraardsbergse Mattentaart has held an annual mattentaart day on the marketplace in Geraardsbergen. A complete bakery installation is set up there and all the members of the Broederschap demonstrate how to make a Geraardsbergse mattentaart.

In 1985 the Belgian Post Office issued a stamp picturing the product and bearing the inscription Broederschap Geraardsbergse Mattetaarten. This was the first Belgian stamp to feature a regional product. The huge interest in that stamp's issue demonstrates that it cannot be regarded as an everyday occurrence. 3,2 million copies were printed and within two days 40 000 had already been sold in Geraardsbergen alone.

In 2001 the Guiness Book of Records issued the Broederschap van de Geraardsbergse Mattentaart with a certificate for having made the largest ever mattentaart.

The Broederschap van de Geraardsbergse Mattentaart is twinned with the French Confrérie de Pithivier and Confrérie Champagne de Sézanne.

Notification of titles of qualification in architecture

Council Directive 85/384/EEC of 10 June 1985 on the mutual recognition of diplomas, certificates and other evidence of formal qualifications in architecture, including measures to facilitate the effective exercise of the right of establishment and freedom to provide services, and in particular Article 7, and Directive 2005/36/EC on the recognition of professional qualifications, and in particular Article 21(7), stipulate that the Member States must notify the Commission of the legislative, regulatory and administrative provisions they adopt with regard to the issuing of evidence of formal qualifications in the area covered by these directives. The Commission shall publish an appropriate notice in the Official Journal of the European Union, listing the names adopted by the Member States for the diplomas, certificates and other evidence of formal qualifications and, where applicable, for the corresponding professional title.

Greece, Italy and Portugal have notified new designations to be added to the list of diplomas, certificates and other evidence of formal qualifications in architecture set out in Directive 85/384/EEC and in Annex V.7.1 to Directive 2005/36/EC on the recognition of professional qualifications.

Communication 2005/C 135/05 pursuant to Article 7 of Directive 85/384/EEC and Annex V.7.1 to Directive 2005/36/EC on the recognition of professional qualifications are hereby amended as follows:

enterprises classified as small or medium-sized for the purposes of Commission Recommendation 96/280/EC of 3 April 1996 concerning the definition of small and medium-sized enterprises and duly entered in the register specified in Law No 580 of 29 December 1993, in accordance with the terms and procedures specified in Order No 581 of 7 December 1995 of the President of the Republic.

Enterprises operating in the agricultural and fisheries sector while also engaging in the production, processing and marketing of the products listed in Annex I to the EC Treaty are not eligible. Likewise, aid for exports or linked to export activities and aid that is conditional on the use of national rather than imported products cannot be granted. Similarly, shipbuilding, synthetic fibres, motor vehicle and transport enterprises are ineligible for aid (other than those included in the Istat — Ateco '91 codes at Nos 602, 6021, 6022, 6023, 6024, 6025, 631, 6311, 6312, 632 and 6321).
