    1.   Substitutes

    The Co-President announced the following substitutes: van den Berg (for Bullmann), Czarnecki (for Kozlík), Fava (for Rosati), Mauro (for Daul), Morgantini (for Wurtz), Pistelli (for Busk) and Schröder (for Langendries).

    2.   Approval of the minutes of the sitting of Monday, 18 April 2005

    The minutes were adopted.

    3.   Report by Mr José Ribeiro e Castro and Mr Salomão (Mozambique) on post-conflict rehabilitation in the ACP countries on behalf of the Committee on Political Affairs

    Mr Salomão (Mozambique) and Mr Ribeiro e Castro, co-rapporteurs, introduced their report.

    The following spoke: Dinyando (Namibia), Gahler, Jöns, Bawa Bwari (Nigeria), Van Hecke, Anggo (Papua New Guinea), Bowis, Punungwe (Zimbabwe), Gomes, Weldegiorgis (Eritrea), Morillon, Osei-Prempeh (Ghana), Goudin, Novak, Alma Oumarou (Niger), Grabowska, Coye (Jamaica), Schröder, Kamuntu (Uganda), Beda (Sudan), Sanga (Solomon Islands), Joan i Marí and Manservisi (European Commission).

    Mr Borges (Cape Verde), President-in-Office of the ACP Council, also spoke.

    4.   Announcement by the Co-President

    The Co-President announced that the debate on the consequences of the tsunami of December 2004 for the ACP countries and the measures to be taken in future, initially scheduled for the morning of 21 April, would be considered after item 5.

    5.   Report by Mr Thierry Cornillet and Mr David Matongo (Zambia) on the budgetisation of the European Development Funds on behalf of the Committee on Economic Development, Finance and Trade

    Mr Cornillet introduced his report. Mr Chulumanda (Zambia) spoke on behalf of Mr Matongo, the outgoing co-rapporteur.

    The following spoke: Wieland, Weldegiorgis (Eritrea), Mitchell, Metsing (Lesotho), Ribeiro e Castro, Coye (Jamaica), van den Berg, Kamuntu (Uganda), Schlyter, Obiang Ndong (Gabon), Sjöstedt, Ouaïdoung (Chad), Dinyando (Namibia), Akpovi (Benin) and Manservisi (European Commission).

    Mr Borges (Cape Verde), President-in-Office of the ACP Council, also spoke.

    Mr Cornillet, co-rapporteur, wound up the debate.

    6.   Debate on the consequences of the December 2004 tsunami for the ACP countries and measures to be taken in future

    The Co-President introduced the subject and informed the Members that there would be no resolution after the debate.
