Objective of aid: The aid consists of a single premium to be granted to young farmers aged between 18 and 40 setting up for the first time in an agricultural holding as managers and having suitable knowledge and skills. The aid is aimed at increasing competitiveness of agricultural holdings by facilitating generational turnover, pursuant to Article 7 of Regulation (EC) No 1857/2006.
The aid is granted within the limits and under the conditions set out in Article 22 of Commission Regulation (EC) No 1698/2006

Maximum aid intensity: The aid programmes covered by Chapter II of the Agreement of the Board of the Castile-Leon Agriculture Technology Institute (Instituto Tecnológico Agrario de Castilla y León) provide for the following maximum aid intensities:
PROGRAMME I — AID FOR CARRYING OUT STUDIES
Itacyl's financial contribution may cover up to 75 % of the study budget, subject to a maximum of EUR 30 000 per year.
PROGRAMME II — AID TO ENCOURAGE THE PRODUCTION OF QUALITY AGRICULTURAL PRODUCTS

Itacyl's financial contribution towards the costs of the charges levied by certifying bodies will be as set out below, subject to a maximum of EUR 18 000 per year per beneficiary:

Itacyl's financial contribution towards the cost of inspections carried out by the bodies responsible for monitoring the use of geographical indications, designations of origin and organic labels will be as set out below, subject to a maximum of EUR 60 000 per year per beneficiary:

Itacyl's financial contribution towards the cost of implementing the UNE-EN 45011, ISO 9000 and ISO 14000 standards may cover up to 75 % of the cost of approved and duly justified activities, subject to a maximum of EUR 15 000 per quality system and beneficiary. |

For the Castile-Leon Organic Farming Board (Consejo de Agricultura Ecológica de Castilla y León), Itacyl may cover up to 100 % of duly justified costs, but only in respect of the costs set out under point 2 and subject to an annual limit of EUR 120 000. |
PROGRAMME III — AID TO PROMOTE PRODUCER GROUPS

Itacyl's financial contribution towards the specified activities will be as set out below, subject to a maximum for 2008-13 of EUR 400 000 per beneficiary in accordance with Article 9 of Regulation (EC) No 1857/2006:

PROGRAMME IV — AID FOR PROMOTIONAL ACTIVITIES
Itacyl's financial contribution towards product presentations and participation in national trade fairs may cover up to 50 % of approved and duly justified costs, subject to a maximum of EUR 60 000 per year per beneficiary
Date of implementation: The aid scheme will enter into force on the date on which the registration number of the exemption request provided for in Regulation (EC) No 1857/2006 is published on the website of the European Commission's Directorate-General for Agriculture and Rural Development and will apply until 31.12.2013
Duration of scheme or individual aid award: The scheme may remain in force until 31.12.2013
Objective of aid: Overall objective: to start up and implement voluntary quality programmes for agri-food products in Castile-Leon supported by the regulatory councils dealing with protected designations of origin and protected geographical indications, the management bodies for quality wines produced in specified regions (quality wines psr), the Castile-Leon Organic Farming Board and industry associations in the food sector, all of which are non-profit-making bodies.
The aid falls under the exemption provided for in Regulation (EC) No 1857/2006, in accordance with Articles 9, 14 and 15 thereof:
programmes I (aid for carrying out studies) and II (aid to encourage the production of quality agricultural products) are covered by Article 14,
programme III (aid to promote producer groups) is covered by Article 9,
programme IV (aid for promotional activities) is covered by Article 15.
Eligible investments: The aid is intended for the following areas:
PROGRAMME I — AID FOR CARRYING OUT STUDIES:

The costs of inspections carried out by the competent authorities or bodies acting on their behalf or by independent bodies responsible for inspecting and monitoring the use of geographical indications, designations of origin, organic labels or quality labels. |
C. |
For regulatory councils dealing with protected designations of origin and protected geographical indications, management bodies for quality wines produced in a specified region (quality wines psr) and the Castile-Leon Organic Farming Board, the cost of implementing the UNE-EN 45011, ISO 9000 and ISO 14000 standards, including consultancy fees, the cost of carrying out internal audits for ISO 9000 and ISO 14000 and the accreditation fees for UNE-EN 45011. |

Maximum aid intensity: Maximum of 40 % of the cost of the eligible investments, with a ceiling of EUR 25 000, i.e. maximum aid of EUR 10 000 per holding (one aided project only per project promoter)

Objective of aid: The aid scheme is intended to help agricultural holdings in the Bouches-du-Rhône to resist the strong urban pressure peculiar to this region, which requires that all possible means be employed to consolidate the agricultural sector and enable it to maintain its position in the department.
This aid scheme complies with Article 4 of Regulation (EC) No 1857/2006.
Support will be provided for tangible investments in holdings during the first five years of operation, because it is precisely these new holdings that are most affected by urban pressure and have to make large investments to remain competitive and consolidate their development, adopting an increasingly quality-based and people- and environment-friendly approach.
Eligible investments will meet at least one of the following three priorities, corresponding to at least one of the objectives referred to in Article 4 of the agricultural exemption Regulation:
ensuring more environment-friendly farming practices,
enhancing product value, by collective or individual quality measures,
improving the working and reception conditions for farm workers on holdings, in particular for safety reasons.
Construction and/or fitting out of premises for plant-health products.
Investments in organic farming or to achieve sustainable-farming certification, etc.
Parcel irrigation systems fed from surface water sources (1).
Creation of filling and cleaning areas for plant-health products.
Equipment to improve fertilisation/irrigation systems, treatment systems in order to reduce inputs, fertiliser application systems, livestock-effluent management systems, the installation of water-saving sprinkler systems fed from surface water sources (micro-sprinklers, drip irrigation), winders for retrieving plastic mulch and greenhouse covers, non-chemical weed-control equipment, etc.
Investments to move towards quality-orientated production
The purchase of IT equipment or other equipment to ensure product traceability, obtain official quality certification, guarantee product safety, ensure parcel monitoring, etc.
Investments to enhance product value in the eyes of the consumer
Creating a storage-packing unit.
Creating a sales unit on premises closely integrated with the rest of the holding.
Improving working, safety and hygiene conditions on the holding (forklift trucks; protective equipment; changing rooms with showers, etc.).
Construction or renovation of accommodation for employees and farm workers.
It should be noted that, irrespective of the investment strategy and the nature of the investments, simple replacement investments are ineligible

3. Aid towards the payment of insurance premiums:

the amount of municipal support is the difference between the amount of co-financing of insurance premiums from the national budget up to 50 % of eligible costs of insurance premiums for insuring crops and fruit against adverse weather conditions and for insuring livestock against the risk of destruction on account of disease. |
4. Aid for land reparcelling:
— |
up to 100 % of actual legal and administrative costs incurred. |
5. Aid to encourage the production of quality agricultural products:
— |
up to 100 % of eligible costs. The aid is to be granted in the form of subsidised services and does not involve direct payments of money to producers. |
6. Provision of technical support in the agricultural sector:
— |
up to 100 % of costs concerning education and training of farmers, consultancy services and the organisation of forums, competitions, exhibitions, fairs, publications, catalogues and websites. The aid is to be granted in the form of subsidised services and does not involve direct payments of money to producers |

Reference to articles in Regulation (EC) No 1857/2006 and eligible costs: Chapter II of the draft Rules on preserving and promoting the development of agriculture and rural areas in the municipality of Lenart for the programming period 2008-2013 includes measures constituting State aid in accordance with the following articles of Commission Regulation (EC) No 1857/2006 of 15 December 2006 on the application of Articles 87 and 88 of the Treaty to State aid to small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001 (OJ L 358, 16.12.2006, p. 3):
Article 4 of the Regulation: Investment in agricultural holdings,
Article 5 of the Regulation: Conservation of traditional landscapes and buildings,
Article 12 of the Commission Regulation: Aid towards the payment of insurance premiums,
Article 13 of the Regulation: Aid for land reparcelling,
Article 14 of the Regulation: Aid to encourage the production of quality agricultural products,
Article 15 of the Regulation: Provision of technical support in the agricultural sector

Other information: The measure for the payment of insurance premiums to insure crops and fruit includes the following adverse climatic events which can be assimilated to natural disasters: spring frost, hail, lightning, fire caused by lightning, storm and floods.
The municipality's Rules meet the requirements of Regulation (EC) No 1857/2006 relating to the measures to be adopted by the municipality and the general provisions applicable (steps preceding grant of aid, cumulation, transparency and monitoring of aid).
When this scheme enters into force, scheme XA 189/07 will cease to apply
