    Legal basis:

    Articles L621-1 à L621-11, articles R621-1 à R621-43 et articles R684-1 à R684-12 du code rural

Article 15 du règlement (CE) no 1857/2006

Projet de décision du directeur de l'ODEADOM relatif à un régime d'aides à l'assistance technique dans le secteur agricole des DOM

Planned annual expenditure under the scheme: EUR 797 740

Maximum aid intensity: Up to 100 %

Date of implementation: On receipt of an acknowledgement of receipt from the Commission

Duration of the aid scheme: Until 31.12.2013

Objective and type of aid: The aid is intended for technical support measures in the overseas departments and is financed from the budget of the Overseas Departments Agricultural Economy Development Office (ODEADOM). This aid cannot be cumulated with any similar aid that could potentially be financed by the POSEI France programme.

One of the characteristics of agriculture in the overseas departments is local experts' lack of training in production techniques. Therefore ODEADOM intends to finance ad hoc expert or advisory missions and training missions for technical specialists so as to enable producers or their organisations to obtain the expert opinions and advice necessary for the launch, follow-up and evaluation of such measures.

The aims of the scheme include: making sectoral programmes more relevant for developing agricultural production in the overseas departments by providing for the performance of evaluations and analyses; increasing the effectiveness and professionalism of farmers and technical specialists involved in producer organisations or groups; financing studies and providing necessary advice on the development, follow-up and evaluation of quality assurance measures; facilitating measures to increase awareness of produce from the overseas departments, and promoting the image of agricultural produce from these departments in production areas and third-country markets.

This aid will permit the financing of measures for technical interchange among professionals in the overseas departments and/or those in metropolitan France.

In accordance with Article 15(3) of Regulation (EC) No 1857/2006 the aid must be granted in kind by means of subsidised services and must not involve direct payments of money to producers.

The aid will concern measures referred to in Article 15 of the abovementioned Regulation, in particular:

Sectors concerned: Fruit and vegetables (subsistence and market-garden crops, roots and tubers, fresh fruit, citrus fruit, dry fruit), semi-permanent fruit crops, viticulture, horticulture, herbs, medicinal plants, plants used for perfume extraction, stimulant plants and rice.

Ruminants sector and intensive production sector.
