EXPLANATORY MEMORANDUM
1.CONTEXT OF THE DELEGATED ACT
Article 4(1) of Regulation (EU) 2019/1700 of the European Parliament and Council establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples 1 , empowers the Commission to adopt delegated acts to supplement that Regulation by establishing or adapting a system of multiannual rolling planning.
Commission Delegated Regulation (EU) 2020/256 2 has established the multiannual rolling planning for the collection of data under Regulation (EU) 2019/1700 from 2021 to 2028.
However, it is necessary to adapt the above multiannual rolling planning to ensure it is effective and consistent with users’ needs. In particular, the subject to be covered by the ad-hoc module under the European Survey for Income and Living conditions needs to be specified, as it was not known at the time Commission Delegated Regulation (EU) 2020/256 was adopted. Indeed, the objective of the ad-hoc modules is to respond to new emerging needs and therefore it is to be decided close to the data collection period and cannot be established in advance.
This adaptation will:
(a)specify, for the Income and living conditions domain, the title of the ad-hoc subject module for 2023 as ‘Households energy efficiency’;
(b)amend the two detailed topics ‘Characteristics of the workplace’ and ‘Assessment of own needs’ for the Income and living conditions domain in order to clarify the acronym (group).
2.CONSULTATIONS PRIOR TO THE ADOPTION OF THE ACT
In preparing this delegated act, the Commission has conducted appropriate consultations. It has consulted national experts invited to expert meetings to discuss the draft act.
The European Directors of Social Statistics were consulted between March and May 2020. The Commission has also consulted the expert group representing the National Statistical Institutes of the European Statistical System.
Finally, the Commission has kept the European Parliament and the Council informed of the consultations.
3.LEGAL ELEMENTS OF THE DELEGATED ACT
The purpose of this delegated act is to adapt the system of multiannual rolling planning by specifying the title of the ad-hoc subject module for 2023 for the Income and living conditions domain included in Annex I to Delegated Regulation (EU) 2020/256. Moreover, the act revises a couple of acronyms used in Annex II to Delegated Regulation (EU) 2020/256.
According to Article 4(3) of Regulation (EU) 2019/1700, this adaptation of the multiannual rolling planning will enter into force no later than 24 months before the beginning of each data collection period as specified in the planning for annual or infra‐annual data collection, namely by 31st December 2020.
The delegated act has no implications for the EU budget.
The delegated act concerns a matter relating to the European Economic Area (EEA) and its application should therefore extend to the EEA.
