New national face of euro coins intended for circulation
(2008/C 13/02)
Euro coins intended for circulation are legal tender throughout the euro area. For the purpose of informing the public and all parties involved who handle the coins, the Commission publishes a description of the designs of all new coins (1). In accordance with the Council conclusions of 8 December 2003 (2), euro-area Member States and those countries that have concluded a Monetary Agreement with the Community providing for the issuance of euro coins intended for circulation are allowed to issue certain quantities of commemorative euro coins for circulation on condition that not more than one new coin design is issued per country per year and that only the 2-euro denomination is used. These coins have the technical features of normal euro circulation coins, but bear a commemorative design on the national side.

Subject of commemoration: Hamburg
Description of the design: The inner part of the coin features St Michael's church, Hamburg. The name of the federal State ‘HAMBURG’ is inscribed beneath the church. To the right of the church are the engraver's initial ‘O’ and above it towards the top centre the mintmark (‘A’, ‘D’, ‘F’, ‘G’ or ‘J’). The outer ring has the year of issue inscribed at the top, six stars on each side and below them the words ‘BUNDESREPUBLIK DEUTSCHLAND’.

Edge lettering: ‘EINIGKEIT UND RECHT UND FREIHEIT’ and the federal eagle.

LIST OF BODIES OR PUBLIC AUTHORITIES IN CHARGE OF INSPECTION PROVIDED FOR IN ARTICLE 15 OF COUNCIL REGULATION (EEC) No 2092/91
(2008/C 13/03)
Article 9 of Council Regulation (EEC) No 2092/91 of 24 June 1991 on organic production of agricultural products and indications referring thereto on agricultural products and foodstuffs, requires that the Member States set up an inspection system operated by one or more designated inspection authorities and/or approved private inspection bodies.
According to the provision of the last subparagraph of Article 15 of the Regulation, the current communication lists, on the basis of the information from the Member States updated in 2007, the system made operational in each Member State and the bodies and/or authorities approved for inspection.
Under the column ‘comments’ the systems made operational in each of the Member States are indicated as follows:

From January 1998 approved inspection bodies in the European Union must satisfy the requirements laid down in the conditions of standard EN 45011 (Article 9(10) of Regulation (EEC) No 2092/91).
The list also contains the bodies and/or authorities approved for inspection by non-EEC countries adhered to the EEA.

Revision by Sweden of public service obligation in respect of scheduled air services on certain domestic routes

Sweden has decided to revise the public service obligation published in the Official Journal of the European Communities C 64 of 2 March 1994 pursuant to Article 4(1)(a) of Council Regulation (EEC) No 2408/92 of 23 July 1992 on access for Community air carriers to intra-Community air routes in respect of scheduled air services with effect from 26 October 2008 on the Östersund-Umeå route.
Sweden has also decided to revise the public service obligation published in the Official Journal of the European Union C 27 of 3 February 2005 pursuant to Article 4(1)(a) of Regulation (EEC) No 2408/92 in respect of scheduled air services with effect from 26 October 2008 on the following domestic routes:

ANNEX 1
ÖSTERSUND-UMEÅ
Frequency
Carriers providing scheduled air services on this route shall operate a total of at least 936 flights per calendar year. Carriers shall provide at least a standard scheduled service, with flights distributed evenly over the year in both directions, and with at least the following number of outward or return flights:

The standard scheduled service may be adjusted when demand is lower than normal. 104 flights per calendar year may be rescheduled to another day. Carriers may interrupt services for a period of not more than 28 consecutive days.

Number of seats
A total of at least 19 000 seats per calendar year must be offered on the route.
If seat occupancy on the route falls below 35 % per calendar quarter the carrier may reduce the number of seats. If seat occupancy exceeds 80 % per calendar quarter the carrier shall increase the number of seats. If the route is combined with another route the seat occupancy shall apply to the combined route.
Timetable
A morning flight from Östersund must arrive in Umeå no later than 8.30. A return evening flight from Umeå must depart no later than 19.00. Other departure and arrival times must be adapted to demand.
Flight times on this route may not exceed 60 minutes.
Type of aircraft used
The aircraft must have a pressurised cabin and a toilet.
The luggage/load capacity shall be at least 20 kg per passenger in an aircraft with a full passenger complement in normal weather conditions.
Fares
The average fare per calendar quarter may not exceed SEK 910 including tax and VAT per one-way flight. Average fare means the total ticket revenue in a calendar quarter divided by the number of passengers in the same period.
Continuity of services
At least 95 % of flights per calendar quarter must be on time. On time means that the aircraft lands no more than fifteen (15) minutes after the time stated on the published timetable.
Carriers intending to discontinue scheduled air services must give at least six months notice to the Government or the authority appointed by the Government.
Reporting obligation
Carriers providing scheduled air services on the route must provide a quarterly report on the route and their compliance with this public service obligation to the Government or the authority appointed by the Government.
Bookings and distribution
Carriers intending to provide scheduled air services on the route must distribute prices and timetables far enough in advance to enable consumers to make reservations and purchase tickets no later than two months before services commence.
Carriers providing scheduled air services on this route must ensure that the route is available in some of the main global air ticket distribution systems on the market.
All scheduled flights must be advertised to the general public by the standard means used in the industry.
Other obligations
None of the following circumstances may apply in respect of carriers operating scheduled air services on the route.
The carrier or one of its representatives:

is bankrupt or being wound up, is having its affairs administered by the courts, has entered into an arrangement with creditors, has suspended payments until further notice or is disqualified from engaging in business activities; |
2. |
is the subject of proceedings relating to bankruptcy, winding-up, administration by the courts, an arrangement with creditors or for any similar procedure; |
3. |
has been convicted of an offence concerning its professional conduct by a judgment which has the force of res judicata; |
4. |
has been found guilty of grave professional misconduct proven by the contracting authorities; |
5. |
has failed to fulfil obligations relating to the payment of social security contributions and taxes in the country of the contracting authority; or |
6. |
is guilty of serious misrepresentation in supplying or failing to supply any information which may be required. |
Carriers shall demonstrate that they are registered in a company or commercial register or similar register in the country in which they operate in accordance with that country's rules.
Moreover, none of the above circumstances may have applied in the two years prior to the entry into force of this public service obligation.
ANNEX 2
ARVIDSJAUR-STOCKHOLM/ARLANDA
Frequency
Carriers providing scheduled air services on this route shall operate a total of at least 1 248 flights per calendar year. Carriers shall provide at least a standard scheduled service, with flights distributed evenly over the year in both directions, and with at least the following number of outward or return flights:

SVEG-STOCKHOLM/ARLANDA
Frequency
Carriers providing scheduled air services on this route shall operate a total of at least 936 flights per calendar year. Carriers shall provide at least a standard scheduled service, with flights distributed evenly over the year in both directions, and with at least the following number of outward or return flights:

A morning flight must arrive in Stockholm/Arlanda no later than 8.30. A return evening flight from Stockholm/Arlanda must depart no later than 19.30. Other departure and arrival times must be adapted to demand.
Flight times on this route may not exceed 90 minutes.
Type of aircraft used
The aircraft must have a pressurised cabin. Aircraft with a capacity of at least 20 passengers must have a toilet.
The luggage/load capacity shall be at least 20 kg per passenger in an aircraft with a full passenger complement in normal weather conditions.
Fares
The average fare per calendar quarter may not exceed SEK 950 including tax and VAT per one-way flight. Average fare means the total ticket revenue in a calendar quarter divided by the number of passengers in the same period.
Continuity of services
At least 95 % of flights per calendar quarter must be on time. On time means that the aircraft lands no more than fifteen (15) minutes after the time stated on the published timetable.
Carriers intending to discontinue scheduled air services must give at least six months notice to the Government or the authority appointed by the Government.

1. Introduction
Pursuant to Article 4(1)(a) of Council Regulation (EEC) No 2408/92 of 23 July 1992 on access for Community air carriers to intra-Community air routes, Sweden has decided to impose a public service obligation in respect of scheduled air services operated on the above routes. The details of this public service obligation were published in the Official Journal of the European Union C 13 of 18 January 2008.
If, by no later than 60 calendar days after publication of this notice in the Official Journal of the European Union, no carrier has notified that it intends to commence scheduled air services on one of the above routes from 26 October 2008 in accordance with the public service obligation imposed and without requesting financial compensation, Sweden has decided, in accordance with the procedure laid down in Article 4(1)(d) of the above Regulation, to limit access to the route to one carrier and to offer the right to operate that route from 26 October 2008 by invitation to tender.
2. Subject of the invitation to tender:
Operation of scheduled air services on the above routes from 26 October 2008 in accordance with the public service obligation published in the Official Journal of the European Union C 13 of 18 January 2008.
Tenders may be submitted for one or more of the above routes. Tenders may also be submitted for combined operation of the following routes:

3. Participation
Participation is open to all air carriers holding a valid operating licence issued by a Member State under Council Regulation (EEC) No 2407/92 of 23 July 1992 on licensing of air carriers.
4. Application procedure
This invitation to tender is subject to Article 4(1)(d) of Regulation (EEC) No 2408/92.
The tender is binding on the bidder until 26 October 2008.

6. Evaluation of tenders
Tenders will be evaluated to determine which tender is considered by the National Public Transport Agency to offer the best value for money. Evaluation is carried out in two stages. First, checks are carried out to ensure that the bidder and the tender meet the compulsory criteria laid down in the tender dossier. In the next stage, the tender is examined on the basis of the financial compensation requested and the evaluation criteria specified in the tender dossier.
7. Financial compensation
All compensation under the contract will be in SEK. The tender must clearly indicate the amount — together with an annual breakdown — which is required to operate the route for three years with effect from 26 October 2008. The specified amount of compensation must be based on an assessment of the costs and revenue arising from the public service obligation and the obligations arising from the contract.
8. Duration of contract
The contract term covers the period from signature of the contract by both parties to 1 March 2012, by which date the carrier must have fulfilled its accounting obligations under the contract.
Air services on the above routes are to commence on 26 October 2008 and end on 29 October 2011.
9. Contract amendment and termination
The contract may be altered only if the changes are in agreement with the public service obligation published in the Official Journal of the European Union C 13 of 18 January 2008. Any changes to the contract must be made in writing. Either party may terminate the contract, but only if the other party is guilty of a material breach of the contract and, despite written notification to this effect, does not remedy deficiencies without delay. The period of notice of termination is determined in this case by the party entitled to terminate the contract.
10. Penalties for failure to fulfil the contract
The carrier is responsible for performance of its contractual obligations. In the event of failure to perform, or incomplete performance of, the contract by the carrier for reasons not attributable to the carrier in question, the National Public Transport Agency is entitled to reduce the compensation payment or withhold the amount until deficiencies are remedied. The National Public Transport Agency reserves the right to claim damages.
11. Submission of tenders
Tenders must be submitted no later than 60 calendar days after publication of this notice in the Official Journal of the European Union. Tenders must be marked ‘Tender for air services, Rt 2007/50/31’ and with the bidder's name. CALL FOR PROPOSALS — EACEA/02/08
EU-US Cooperation in Higher Education and Vocational Training
Atlantis: Actions for Transatlantic Links and Academic Networks in Training and Integrated Studies

1. Objectives and description
The general objectives are to promote mutual understanding between the peoples of the European Union and the United States of America including broader knowledge of their languages, cultures and institutions and to improve the quality of human resource development in both the European Union and the United States of America.
There are three types of actions under this call, namely:
Action 1 — Transatlantic Degree Consortia Projects
This Action provides support for consortia of EU and US higher education institutions (hereafter called ‘consortium’) to implement dual/double or joint degree programs referred to in the present document as ‘Transatlantic Degrees’. Support includes mobility grants for students and members of the academic and administrative staff (‘faculty’).
Action 2 — Excellence in Mobility Projects
This Action provides funding for international curriculum development projects that involve short-term transatlantic mobility not directly related to award of a joint or dual/double degree. Support includes mobility grants for students and members of the academic and administrative staff (‘faculty’).
Action 3 — Policy-oriented Measures
This Action provides support to multilateral EU-US projects and activities designed to enhance collaboration in the higher education and vocational training field.
2. Eligible applicants
Submission of grant requests under this call is open to higher education institutions and to vocational education and training institutions. For Policy Oriented Measures, the call is also open to other organisations such as accreditation agencies, education agencies or organisations, private companies, industry and business groups, non-governmental organisations, research institutes and professional bodies. Eligible applicants must be established in one of the countries of the European Union.
3. Budget and project duration
The budget available amounts to approximately EUR 4,5 million. The largest portion of this will be devoted to Action 1 — Transatlantic Degree Consortia Projects. For US institutions comparable funding will be provided. It is anticipated that eight Action 1 projects, with a maximum of EUR 408 000/EUR 428 000 will be financed, four Action 2 projects with a maximum on EUR 180 000 and seven Action 3 projects, with a maximum of EUR 70 000 will be financed. The project duration is four years for projects under Action 1 and Action 2 and two years under Action 3.

EU-Canada programme for Cooperation in Higher Education, Training and Youth
Transatlantic Exchange Partnerships

1. Objectives and description
The general objectives of the programme and of this Call are to promote mutual understanding between the peoples of the European Union and Canada including broader knowledge of their languages, cultures and institutions and to improve the quality of human resources in the European Union and Canada.
There is only one type of action under this call, namely the EU-Canada Joint Study and/or Training Programmes. This action provides support to enable EU-Canada consortia of higher education institutions and training institutions, ‘Transatlantic Exchange Partnerships’ (TEP) to carry out joint study and training programmes and to implement student and faculty mobility.
2. Eligible applicants
Submission of grant requests under this call is open to higher education institutions and to vocational education and training institutions. Eligible applicants must be established in one of the 27 Member States of the European Union.
3. Budget and project duration
The budget available for the co-financing of projects is estimated to be of a minimum of EUR 1,242 million. It is anticipated that approximately 9 projects will be funded in 2008. The maximum amount of funding on the EU side will be EUR 138 000 for a 3-year consortium project. Projects activities are planned to start in October 2008 and last for 36 months.
