1. Resumption of the session
The sitting opened at 17.05.
2. Approval of the minutes of the previous sittings
Ramona Nicole Mănescu had made it known that she had been present at the sitting of 22 June 2011 but that her name was not on the attendance register.
The minutes of the sittings of 22 and 23 June 2011 were approved.
3. Statements by the President
The President made a statement on the start of the Polish Presidency of the Council on 1 July 2011.
He then spoke about the referendum on the constitutional reform in Morocco which had been held on 1 July 2011.
The President deplored the arrest of hundreds of people during peaceful demonstrations in Belarus the previous day and called for their immediate, unconditional release.
4. Tribute
On behalf of Parliament, The President paid tribute to the memory of Otto von Habsburg and Jan Kulakowski, former Members of the European Parliament.
Parliament observed a minute’s silence.
5. Election of two Vice-Presidents (deadline for nomination of candidates)
On a proposal from the President, the deadline for nomination of candidates for the election of two Vice-Presidents was set for 18.00. The election would take place on Tuesday 5 July 2011.
6. Composition of political groups
Rui Tavares had joined the Verts/ALE Group with effect from 24 June 2011.
7. Composition of Parliament
Dominique Baudis had given notice in writing of his resignation as Member of Parliament, with effect from 23 June 2011.
Under Rule 4(1) of the Rules of Procedure, Parliament noted that the seat from which Mr Baudis had resigned was vacant starting from that date and informed the relevant national authority.
The relevant French authorities had given notice of the election of Franck Proust to replace Dominique Baudis as Member of Parliament with effect from 23 June 2011.
Under Rule 4(1), Parliament noted this with effect from that date.
Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Franck Proust would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.
8. Verification of credentials
At its meeting on 20 June 2011, the Committee on Legal Affairs had verified the credentials of Mr Giuseppe Gargani, under Rule 3(3) and (4) of the Rules of Procedure, and unanimously proposed that his mandate be confirmed with effect from 6 June 2011.
9. Composition of committees and delegations
The President had received the following requests for appointments from the PPE and ALDE Groups:

ITRE Committee: Michael Theurer was made a full member to replace Silvana Koch-Mehrin. |

Delegation to the EU-Moldova Parliamentary Cooperation Committee: Jolanta Emilia Hibner was no longer a full member. |

Delegation to the Euronest parliamentary assembly: Jolanta Emilia Hibner was no longer a full member. |

Delegation for relations with the countries of South Asia: Jolanta Emilia Hibner had become a full member. |
The appointments would be deemed ratified if there were no objections before the approval of these minutes.
10. Signature of acts adopted under the ordinary legislative procedure
The President announced that on Wednesday, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure (Rule 74):

11. 2012 general budget (deadline for tabling draft amendments)
The President announced that the deadlines for tabling draft amendments to the 2012 general budget had been set as follows, by agreement with the Committee on Budgets:

for political groups: Thursday 15 September 2011 at 12.00. |
12. Lapsed written declarations
In accordance with Rule 123(5), written declarations 0011/2011, 0012/2011, 0013/2011 had lapsed as they had not obtained the required number of signatures.
13. Transfers of appropriations
The Committee on Budgets had authorised the Commission’s proposal for transfer of appropriations DEC 11/2011 (N7-0051/2011 - C7-0153/2011 - 2011/2118(GBD)) in accordance with Article 24(4) of the Financial Regulation as interpreted in point 20 of the joint declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty.
The Committee on Budgets had authorised the Commission’s proposal for transfer of appropriations DEC 21/2011 (N7-0052/2011 - C7-0156/2011 - 2011/2119(GBD)) in accordance with Article 24(4) of the Financial Regulation as interpreted in point 20 of the joint declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty.

32. Request for the defence of parliamentary immunity
Viktor Uspaskich had sent the President of the European Parliament a request for a review of the decision of the European Parliament of 7 September 2010 to waive his parliamentary immunity, on account of developments in his case.
Under Rule 6(3), the request had been referred to the committee responsible, the JURI Committee.

At its meeting on 20 June 2011, the Committee on Legal Affairs had discussed the letter from Mr Nigel Farage to the President of the European Parliament in which, citing Rule 6 of the Rules of Procedure, he complained about the handling of the issue of parliamentary immunities in Europe.
By 11 votes to 3, with 1 abstention, the Committee on Legal Affairs concluded that, as it did not pertain to a specific case of parliamentary immunity, Mr Farage’s request was inadmissible.
