Form of order sought

declare that, by failing to fulfil the obligation under Directive 2002/14/EC of the European Parliament and of the Council of 11 March 2002 establishing a general framework for informing and consulting employees in the European Community (1) to notify all the laws, regulations and administrative provisions necessary for transposition of the directive, the Republic of Estonia has failed to fulfil its obligations under that directive;

order the Republic of Estonia to pay the costs.

Pleas in law and main arguments

The period prescribed for transposition of the directive expired on 23 March 2005.
