Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: Hail damage to be included in the range of types of natural disaster damage as set out in State aid scheme No XA 386/08 (Act CI of 2008).

The amendment incurs no additional cost to the national budget.

The period for the payment of damage mitigation contributions shall last until 30 June of the current year. Before this date it is not possible to assess accurately the total amount of contributions — paid by agricultural producers joining the Damage Mitigation Scheme on a mandatory or voluntary basis — to which the national budget will subsequently contribute at least an equal amount. The extent of actual damages will not be known until after 10 November of the current year, the deadline for submitting damage mitigation claims to the agricultural damage mitigation body.

When more is known about the actual extent of drought and hail damages in 2009, the Minister of Agriculture and Rural Development will, if necessary, seek from the Government the supplementation of damage mitigation resources from the national budget

Maximum aid intensity: Maximum aid intensity shall not exceed 80 % of the loss in yields caused by adverse climatic events, or 90 % in less favoured areas.

The value of the loss in yields shall be reduced by the compensation paid by insurance companies and the reduction in the costs of harvesting (the damage will lead to less crop, thus the cost of harvesting will be proportionately smaller).

The amount of damage mitigation contribution paid by the agricultural producer shall be HUF 2 000 per hectare per year on land used for growing grapes and fruit and HUF 800 per hectare per year on other land

Date of implementation: Subject to the decision of the Hungarian Parliament and the approval of the European Commission, the first week of July 2009

Duration of scheme or individual aid award: Until 31 December 2013

Objective of aid: The aid seeks to improve the efficiency of the national agricultural damage-mitigation scheme (set up with a view to reducing the effects of damage caused by natural disaster in agriculture) and State aid in general, by including hail damage among the range of types of natural disaster damage, in addition to frost, inland inundation and drought already included pursuant to Act CI of 2008 currently in force and affecting agricultural producers contributing to the scheme.

Relevant Community legislation allows for hail damage to be included in the agricultural damage scheme and includes hail as an adverse climatic event which can be assimilated to a natural disaster. Article 11 of Commission Regulation (EC) No 1857/2006: Aid for losses due to adverse climatic events

Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: The total budget allocation for 2009 under the legal basis is EUR 100 000

Maximum aid intensity: The aid for investments or capital works intended to conserve the heritage features of productive assets on farms (Article 2(1)(a)) is granted up to a maximum of 75 % of the eligible expenditure in less-favoured areas within the meaning of Article 50 of Council Regulation (EC) No 1698/2005 of 20 September 2005 and 60 % of the eligible expenditure in areas other than less-favoured areas, provided that the investment does not increase the productive capacity of the holding.

The aid for investment in agricultural holdings (Article 2(1)(b)) is granted as follows:

Date of implementation: With effect from 2009 and, in any case, from the date of publication of the registration number of the request for exemption on the website of the Commission’s Directorate-General for Agriculture and Rural Development

Duration of scheme or individual aid award: Until 30 June 2014, pursuant to Article 23 of Regulation (EC) No 1857/2006 and Articles 44 and 45 of Regulation (EC) No 800/2008

Objective of aid: To support action to regenerate and maintain agricultural activity within the Cinque Terre National Park through the following activities:

aid for investments or capital works intended to conserve the heritage features of productive assets on farms (Article 5(3) of Regulation (EC) No 1857/2006),

investment in agricultural holdings (Article 4 of Regulation (EC) No 1857/2006)
