Objective of aid: To increase market outlets for farm products or apply the results of research and development to farm products.

To promote the production of quality farm products, aid is granted in accordance with Article 14. The eligible expenditure is in accordance with Article 14(2)(b), (c) and (d) (expenditure incurred for the introduction of ISO 9000 and ISO 14000 series quality assurance schemes, systems based on hazard analysis and critical control points (HACCP), traceability systems, systems to ensure compliance with authenticity and marketing norms or environmental audit systems; expenditure for the compilation and publication of guides to good production practice; fees charged by recognised certification bodies in connection with the initial certification of quality management or similar systems).

Technical assistance is provided to farmers in accordance with Article 15. The eligible expenditure is in accordance with Article 15(2)(a), (c), (d), (e) and (f) (aid for market research, aid for the promotion of farm products; aid for participation in and the organisation of fairs, competitions and exhibitions; aid for training).

The aid is granted in the form of subsidised services and does not involve direct payments to producers

Title of aid scheme: Compra de material vegetal de reproducción de categoría certificada en aplicación de las medidas fitosanitarias adoptadas para la erradicación y control de los organismos nocivos en Cantabria.

Legal basis: Orden DES/53/2008, de 18 de agosto, por la que se establecen las bases reguladoras y la convocatoria para 2008 de las ayudas a la compra de material vegetal de reproducción de categoría certificada en aplicación de las medidas fitosanitarias adoptadas para la erradicación y control de los organismos nocivos en Cantabria.

Annual expenditure planned under the scheme: EUR 6 000, which may be increased up to EUR 50 000.

Maximum aid intensity:

1.

Fifty percent of the cost of purchasing reproductive plant material will be eligible, provided the amount does not exceed the difference in market price between certified and non-certified material.

2.

The following will be deducted from the maximum amount:

(a)

the amounts received, if any, with respect to insurance schemes for expenditure covered by this aid;

(b)

costs not incurred because of pests or diseases, which otherwise would have been incurred

Objective of aid: Objective: the purchase of certified reproductive plant material following the application of plant health measures adopted in the territory of the Autonomous Community of Cantabria in order to eradicate and control the harmful organisms included in Annexes I and II to Royal Decree No 58/2005 of 21 January 2005 which are not yet present in Spain, as well as those harmful organisms which are not listed therein and whose presence is not known to date in Spain and which are considered an imminent danger for the European Union, as laid down in Article 14(1) of Law No 43/2002 and Article 16(2) of Royal Decree No 58/2005.

The objective of the aid is covered by Article 10(2) of Regulation (EC) No 1857/2006: ‘Aid in respect of animal and plant diseases and pest infestations’.

Eligible expenditure includes the additional costs resulting from the obligation to purchase, where appropriate, certified reproductive plant material following the application of plant health measures adopted as a result of orders by the authority competent for plant health to eradicate and control the above harmful organisms

Duration of scheme or individual aid award:

Objective of aid: Pursuant to Article 10(1) of Regulation (EC) No 1857/2006, Part A relates to aid to compensate farmers for the costs of prevention and eradication of animal diseases incurred for the costs of health checks, tests and other screening measures and for the purchase and administration of vaccines. The aid is not given to agricultural holdings as direct monetary payments but in the form of subsidised services. The Hessische Tierseuchenkasse bears the costs of the services and settles them with the service provider. The gross aid intensity does not exceed 100 %.

The services are, essentially, veterinary activities and testing costs in connection with the carrying out of health checks, tests and other screening measures, the carrying out of vaccinations and the subsidisation of the purchase of vaccines.

In accordance with Article 10(2) of Regulation (EC) No 1857/2006, Part B relates to aid to compensate farmers for losses caused by animal diseases. The aid is calculated on the basis of the market value of the animals killed by the disease or of the animals killed by public order as part of a compulsory public prevention or eradication programme. The aid is limited to losses caused by diseases for which an outbreak has been formally recognised by the public authorities. The gross aid intensity does not exceed 100 %.

The beneficiaries are small and medium-sized enterprises within the meaning of Regulation (EC) No 800/2008.

The aid does not concern measures whose costs are required by Community law to be borne by agricultural holdings themselves. Article 10(7) of Regulation (EC) No 1857/2006 has been complied with

Duration of scheme or individual aid award: 2009

Objective of aid: The Department of Puy-de-Dôme has been affected by bluetongue serotype 8 since 2007. The consequences of this disease are both direct (illness, mortality, abortions, production losses) and indirect (temporary or permanent sterility of male animals, irregular return to oestrus).

Male animals can remain sterile for over three months before there is a complete recovery of genital function. Male animals which have shown clinical signs are therefore unfit for the servicing season which started in September 2008, in particular as regards sheep farming.

Several risks are involved:

male animals may have shown furtive clinical signs that went unnoticed by farmers. It is highly likely that they are sterile,

the use of male animals with damaged genital function can lead to a high rate of non-pregnant females. If steps are not taken early in the season, the production for the season may be completely jeopardised.

In addition to the vaccination campaign (vaccines funded by the European Union), the Conseil général du Puy-de-Dôme would like to implement two measures:

monitoring the semen of male animals (bulls and rams): a microscopic examination can be carried out to produce a rapid diagnosis and thus eliminate any male animals that may have been in contact with bluetongue,

carrying out ultrasound scans on females (cows, heifers and ewes): this makes it possible to detect non-pregnant females early and thus to repeat the servicing process and eliminate any females that may have been in contact with bluetongue.

The aim of this is to:

limit the negative impact that may result from lower production in 2009 caused by inadequate fertility rates,

help cover regular use of these tests for breeds affected by bluetongue.

No aid will be paid to the farmers themselves. It will instead be granted to the organisations that will be given responsibility for carrying out the aforementioned subsidised operations. It will be ensured that farmers will benefit from these subsidies only if their farm complies with the Community criteria for small or medium-sized enterprises (SMEs). Subject to this caveat, the aid will be granted in the form of subsidised services available to all livestock farmers regardless of whether they belong to a producers’ organisation or another structure

Objective of aid: To implement the Plan to promote the use of the thoroughbred horses bred in the Community of Valencia (Article 15 of Regulation (EC) No 1857/2006).

The eligible costs are those relating to the materials needed for maintaining the stud-book, services provided by third parties (compilation of genealogical charts and providing technical advice to farmers) (Article 16). They also include the costs of implementing the programme to increase the use of thoroughbred horses and organising equestrian events for this purpose (Article 15)
