Duration of scheme or individual aid award: Year 2008, and can be extended annually if it is provided for in the budgets
Objective of aid: To ensure execution of the actions provided for in the Decision of 23 January 2008 of the Director-General for Agricultural Production approving the Annual Animal Health Plan for 2008 and implementing the measures contained therein. (D.O.C.V. No 48621, 14 February 2008).
The aid is granted under Article 10(1) of Regulation (EC) No 1857/2006 on the application of Articles 87 and 88 of the Treaty to State aid to small and medium-sized enterprises active in the production of agricultural products. The eligible expenses are those relating to visits to holdings by vets, the administration of vaccines and sampling or the performance of certain diagnostic tests, all with a view to controlling certain diseases.
It is also covered by Article 14(b) as regards the introduction of animal identification systems which guarantee traceability of production, the eligible expense being that of implanting the identification system on the animals

Maximum aid intensity: The co-financing covers 40 % of expenditure on insurance premiums for insuring crops and fruit against the risks of hail, fire, lightning, spring frost, storm and floods.
As regards insurance of animals against the risks of destruction, slaughter on the orders of a veterinary surgeon and economic slaughter on account of disease, the co-financing of insurance premiums is determined in absolute terms per species and category of animal but may not be more than 50 % of the justified expenditure on insurance premiums

Other information: The purpose of paying a proportion of the expenditure on insurance premiums is to encourage agricultural producers to insure themselves against potential losses due to natural disasters or adverse weather conditions, as well as losses due to disease in animals, whilst taking responsibility for reducing risk in the area of plant production and livestock farming.
For fire, only damage arising from fires caused by adverse weather conditions, e.g. a lightning strike, is covered.
The draft Decree meets the requirements of Regulation (EC) No 1857/2006 on aid towards the payment of insurance premiums and the general provisions applicable (steps preceding grant of aid, cumulation, transparency and monitoring of aid).
Amendments to the summary include changes to the legal basis and updating of the internet address. Scheme XA 424/07 will cease to apply on the day that this scheme enters into force

2. Conservation of traditional landscapes and buildings:

up to 100 % of actual costs for investment in non-productive features, |

up to 75 % of actual costs for investment in productive assets on farms in less-favoured areas, or 60 % in other areas, |

up to 100 % of aid to cover the extra costs incurred by using traditional materials necessary to conserve the heritage features of buildings. |
3. Relocation of farm buildings in the public interest:

up to 100 % of actual costs, provided that relocation involves only dismantling, removing and re-building existing buildings, |
— |
where the relocation results in the farmer benefiting from more modern facilities, the farmer must contribute at least 60 %, or 50 % in less-favoured areas, of the increase in the value of the facilities concerned after relocation. If the beneficiary is a young farmer, this contribution is to be at least 55 % or 45 % respectively, |
— |
where the relocation results in an increase in production capacity, the contribution from the beneficiary must be at least 60 %, or 50 % in less-favoured areas, of the expenses relating to this increase. If the beneficiary is a young farmer, this contribution is to be at least 55 % or 45 % respectively. |
4. Aid towards the payment of insurance premiums:

the amount of municipal co-financing is the difference between the amount of co-financing of insurance premiums from the national budget and up to 50 % of eligible costs of insurance premiums for insuring crops and fruit and insuring livestock against disease. |
5. Aid for land reparcelling:
— |
up to 100 % of eligible legal and administrative costs. |
6. Aid to encourage the production of quality agricultural products:
— |
up to 100 % of the maximum aid intensity authorised; this is to be provided in the form of subsidised services and does not involve direct payments of money to producers. |
7. Provision of technical support:
