Protocol on Article 67 of the Treaty establishing the European Community THE HIGH CONTRACTING PARTIES HAVE AGREED UPON the following provision, which shall be annexed to the Treaty establishing the European Community: Sole Article From 1 May 2004, the Council shall act by a qualified majority, on a proposal from the Commission and after consulting the European Parliament, in order to adopt the measures referred to in Article 66 of the Treaty establishing the European Community.
