1. Istungjärgu jätkamine
Istung algas kell 17.00.
2. Presidentuuri avaldus
Parlamendi president esines parlamendi nimel avaldusega, milles ta kutsus Põhja-Iirimaa konflikti osapooli hoiduma igasugustest provokatsioonidest, mille eesmärk on rahuprotsessi häirimine, ja pidama dialoogi, mis on ainus mõeldav võimalus 16. oktoobril 2014. aastal käivitatud läbirääkimiste vooru jätkamiseks.
President tuletas meelde, et Euroopa Parlamendil on õigus olla erapooletu vahendaja selle protsessis.
3. Fraktsioonide koosseis
President andis teada, et Iveta Grigule astus välja fraktsioonist EFDD ning kuulub alates 16. oktoobrist 2014 fraktsioonilise kuuluvuseta parlamendiliikmete sekka.
Sellise otsuse tõttu ei vasta fraktsioon EFDD enam kodukorra artikli 32 lõikes 2 fraktsioonide moodustamisele seatud tingimustele ning seetõttu lõpetas fraktsioon alates 16. oktoobrist 2014 tegevuse.
Paul Nuttall võttis sõna istungisaali istekohtade ümberjagamise ning presidendi erilise osatähtsuse teemal (president tuletas talle meelde sellekohaseid kodukorra sätteid).
4. Eelmise istungi protokolli kinnitamine
Kinnitati eelmise istungi protokoll.
5. Parlamendi koosseis
Isabella Lövin on nimetatud alates 3. oktoobrist 2014 Rootsi arenguküsimuste ministriks.
Kooskõlas kodukorra artikli 4 lõigetega 1 ja 4 märgib parlament, et tema ametikoht jäi vabaks alates eespool nimetatud kuupäevast.
Rootsi pädevad ametiasutused on teatanud Isabella Lövini asemel Linnéa Engströmi ametisse nimetamisest, kes hakkab täitma parlamendiliikme ülesandeid alates 8. oktoobrist 2014.
Parlament võttis kooskõlas Euroopa parlamendi liikmete valimist üldistel ja otsestel valimistel käsitleva 20. septembri 1976. aasta akti artikli 7 lõikega 3 ning kodukorra artikli 4 lõigetega 1 ja 4 teadmiseks Linnéa Engströmi valituks osutumise alates 8. oktoobrist 2014.
Kuna tema mandaadi kehtivust ei ole kontrollitud ja ei ole vastu võetud otsust mandaadi võimaliku vaidlustamise kohta, osaleb Linnéa Engström vastavalt kodukorra artikli 3 lõikele 2 täieõiguslikult parlamendi ja selle organite töös, tingimusel et ta on eelnevalt esitanud deklaratsiooni, milles ta kinnitab, et ei täida ülesandeid, mis ei ole ühitatavad Euroopa Parlamendi liikme ametiga.
Johan Van Overtveldt on nimetatud alates 11. oktoobrist 2014 Belgia rahandusministriks.
Kooskõlas kodukorra artikli 4 lõigetega 1 ja 4 märgib parlament, et tema ametikoht jäi vabaks alates eespool nimetatud kuupäevast.
6. Fraktsioonide koosseis (jätk)
President andis teada, et Richard Sulík astus välja fraktsioonist ALDE ning kuulub nüüd alates 8. oktoobrist 2014 fraktsiooni ECR.
7. Parlamendi komisjonide ja delegatsioonide koosseis
President on saanud fraktsioonidelt GUE/NGL, S&D, ALDE, Verts/ALE, ECR ja PPE ettepanekud järgmiste ametissenimetamiste kohta:

Ametissenimetamised loetakse kinnitatuks, kui käesoleva protokolli kinnitamiseni ei esitata ühtegi vastuväidet.
8. Euroopa ombudsmani valimine – esitatud kandidaadid
Parlamendi president teatas, et kehtestatud tähtajaks, 2014. aasta 30. septembriks on Euroopa ombudsmani kandidaadiks seatud Emily O'Reilly (15.9.2014 protokolli punkt 7). President kavatseb edastada esitatud kandidatuuri petitsioonikomisjonile siis, kui dokumendid on kättesaadavad kõikides ametlikes keeltes.
Parlamendi president tegi ühtlasi teatavaks, et petitsioonikomisjon korraldab 2. detsembril 2014 kandidaadi kuulamise, mis on avatud kõikidele parlamendiliikmetele.

Vastavalt kodukorra artikli 231 lõikele 4 loetakse parandused heakskiidetuks, kui 24 tunni jooksul ei esita fraktsioon või vähemalt 40 parlamendiliiget taotlust nende hääletusele panemiseks
10. Seadusandliku tavamenetluse kohaselt vastu võetud õigusaktide allakirjutamine (kodukorra artikkel 78)

11. Pooleliolevate küsimuste järelmeetmed (kodukorra artikkel 229)
Vastavalt kodukorra artikli 229 lõikele 2 otsustas esimeeste konverents 18. septembril 2014 alustada uuesti või jätkata lisas loetletud menetlusi.
12. Parlamendi seisukohtade ja resolutsioonide vastuvõtmisele järgnev tegevus
Komisjoni teatised parlamendi 2014. aasta märtsi osaistungjärgul vastu võetud seisukohtadele ning aprilli I ja aprilli II osaistungjärgul vastu võetud resolutsioonidele järgneva tegevuse kohta on kättesaadavad Europarli veebisaidil.
13. Nõukogu edastatud kokkulepete tekstid

President andis kooskõlas kodukorra artikli 215 lõikega 13 teada, et ta edastas 17. oktoober 2014 vastutavale komisjonile Euroopa Parlamendile saadetud petitsioonid, mille esitajateks on füüsilised või juriidilised isikud, kes ei ole Euroopa Liidu kodanikud ning kes ei ela ega oma registrijärgset asukohta mõnes liikmesriigis.

Jagati välja 2014. aasta oktoobri täiskogu istungite päevakorra lõplik projekt (PE 538.918/PDOJ).
Sõna võtsid Notis Marias, kes puudutas poliitiliselt tähtsaid teemasid käsitlevate üheminutiliste sõnavõttude nihutamist esimeseks päevakorrapunktiks neljapäeva hommikul, ning Beatrix von Storch, kes võttis sõna päevakorra lõpliku projekti saksakeelse versiooni teemal.
Vastavalt kodukorra artiklile 152 tehti ettepanekud järgmisteks muudatusteks.

Fraktsioon ECR esitas ettepaneku lisada ilma hääletuseta pärastlõunale kolmanda arutelu teemal komisjoni asepresidendi ning liidu välisasjade ja julgeolekupoliitika kõrge esindaja avaldus Asia Bibile määratud surmanuhtluse kohta.
Sõna võtsid Peter van Dalen, kes põhjendas ettepanekut, ning Malin Björk, kes nõudis, et avaldus puudutaks surmanuhtlust üldisemalt.
Parlament kiitis Peter van Daleni ettepaneku heaks.
